中文摘要:建设项目变更管理是项目管理理论和方法的重要组成部分,在建设项目管理中更强调工程变更对项目整体产生的影响。由于建设项目的建设条件复杂,建设项目工程合同文件中技术规范、设计图纸以及施工方法发生改变、事先不可预见或无法事先约定等因素,在建设项目实施的不同阶段会引发工程变更。建设项目的工程变更是不可避免的,所以必须实施变更管理。 一般情况下,建设项目工程变更都会影响项目的范围以及质量、投资、进度等目标,若管理不当将会引发项目合同各方的利益冲突,造成风险,妨碍建设目标的实现。因此,必须对建设项目工程变更进行深入的分析,并采用科学的方法和手段加强工程变更的管理,从而确保项目质量、减少投资失控和工期延误,使项目目标更好地实现。 在建设项目工程变更的管理方面,项目的不同利益相关方所采取的管理方法是不同的。本文以业主的视角出发,结合河北医科大学第二医院心脑血管病房楼项目实践,针对项目实施过程中工程变更管理方面的问题,提出相应的研究结果和解决方案。 论文首先对国内外关于建设项目工程变更的分类、工程变更产生原因的相关理论,以及工程变更的管理理论等进行了梳理,以此为基础,结合我国建设项目业主方项目管理的范围、业主对项目管理的目的和目标、业主方项目管理的特点和责任,分析了业主方进行建设项目工程变更管理的关键要素。对这些关键要素又分别从业主方项目管理模式选择、业主方工程变更管理流程、业主方工程变更管理的评价方法等三个部分做出重点分析,并给出解决方案,以确保业主方工程变更管理决策的科学性。 文章最终应用河北医科大学第二医院心脑血管病房楼建设项目为案例,分析印证了本文提出的业主方工程变更管理方法的正确性,并对文章研究过程中存在的尚未解决的问题进行总结,提出进一步研究的方向和目标  
英文摘要:Change management of construction project is the important parts of project management theory and method, which emphasize the effect of project change to the whole project during construction project. Because of the complexity of construction condition in the construction project and technical criterion or design graph of project contract document and construction method was changed, and the factor cannot be forecasted or cannot be appointed in advance, the project change will occur in the any process of project construction. The project change is cannot avoided, so we must to perform the change management. In general, the project change will affect the quality, investment and schedule of the project and so on. If dispose it unsuitably, which will occur a large effects to the profits of any contract parties and to complete the project. In order to ensure the project quality, to reduce lose control of investment and to avoid for delay the schedule of project, we must make a deeper analysis on project change and should adopt a scientific method or means to strengthen the management and control of the project change. On the management aspects of construction project change, any parties of the contract maybe adopt a different management method. This thesis starts from the project stakeholders and combine with the project construction of Cardiovascular Ward Building of No.2 Hospital of Hebei Medical University, the research hereby raise many relevant resolving methods for the matters of project change management which occurred in the process of project construction. This thesis, firstly, on the base of the sorts of domestic and foreign project change, reasons of project change and relevant theory of management and control of foreign project change, and to combine with the scope of domestic construction project stakeholders’s project management, stakeholders’s purpose and aim of project management, character and responsibility of stakeholders’s project management, to analyze the key factors of project stakeholders which may make project to change. On these key factors, the research make an important analysis on the choice of stakeholders’s project management model, flow of stakeholders’s project change management and appraisal method of stakeholders’s project change management, and provide resolvents which can ensure the decision of stakeholders’s project alteration and management is scientific. In the finality of this thesis, according to the project construction of Cardiovascular Ward Building of No.2 Hospital of Hebei Medical University, the research analyze and verify the correctness of stakeholders’s project change management methods and summarize the unsolved questions during research and raise a direction and aim of further research.
