中文摘要：	摘要 2020年1月初，新冠疫情自湖北武汉爆发，在政府一系列著有成效的政策与各方民众的共同努力下，疫情得以缓解。但是在疫情爆发期，由于缺乏应急医疗保障与处理重大公共卫生事件的经验，各地都出现了不同程度应急医疗物资短缺的情况。疫情渐趋缓和后，在中央的政策指导下，各地开始关注并逐渐落实公共卫生应急物资保障体系的建设。天津市XX中心于2019年12月挂牌成立，为天津市卫生健康委员会下属单位，在疫情防控期间负责天津市应急医疗物资的采购、仓储、调运等工作。为应对疫情，由政府牵头建立改造了应急医疗物资仓库供疫情防控期间使用，但由于事发突然，且大多数地区缺乏应对突发性公共卫生事件预案，应急医疗物资仓库的管理不免出现一些问题，尤其在应急医疗物资紧缺的时点，仓库管理相关决策变得极为重要。 本文的目的在于通过对天津市XX中心应急医疗物资仓库的研究，分析并解决仓库的一些问题，提高相关单位应对此类事件的能力。本文首先通过对天津市XX中心应急医疗物资仓库研究分析，在采购入库、仓储管理、出库配送三个方面找出了可以进一步提高单位运营效率的十个问题。然后，在采购入库与出库配送方面，对相关流程和一些细节问题进行了改善，提高了整个供应链的响应速度；在仓储管理方面，根据医疗物资的仓储标准与改进委员会的建议，通过SLP法对仓库进行科学的布局，并运用ABC分类法对仓库的物料进行了重新分类，对不同分类进行差别化管理，最终形成了一套有针对性的改善策略。最后对这套改善策略进行了效果评价，并根据天津市XX中心实际情况阐述了实施保障。 不同的城市的应急医疗物资仓库虽然存在一定的特殊性，但也存在一定的共性，在全国范围建立健全地方公共卫生应急物资保障体系的背景下，本文的研究成果希望能给同类型单位提供一定的借鉴意义。
英文摘要：	Abstract In early January 2020, COVID-19 broke out in Wuhan, Hubei. The epidemic was alleviated thanks to a series of effective government policies and the joint efforts of all people. However, during the outbreak of the epidemic, due to lack of emergency medical protection and experience in handling major public health incidents, various regions have experienced shortages of emergency medical supplies to varying degrees. After the epidemic gradually eased, under the policy guidance of the central government, localities began to pay attention to and gradually implement the construction of a public health emergency material guarantee system. Tianjin XX Center was established in December 2019 which is a subordinate unit of the Tianjin Health Commission and is responsible for the procurement, warehousing, and transportation of emergency medical supplies in Tianjin during the epidemic prevention and control period. In response to the epidemic, the government led the establishment and transformation of emergency medical supplies warehouses for use during epidemic prevention and control. However, due to the sudden occurrence of the incident and the lack of plans for responding to emergent public health events in most areas, the management of emergency medical supplies warehouses inevitably has some problems, especially when emergency medical supplies are in short supply, warehouse management-related decisions become extremely important. The purpose of this article is to analyze and solve some problems of the warehouse through the research on the emergency medical supplies warehouse of Tianjin XX Center, and improve the ability of relevant units to deal with such incidents. This thesis firstly analyzes the emergency medical supplies warehouse of Tianjin XX Center, and finds out ten problems in the three aspects of purchase and storage, storage management, and outbound distribution that can further improve the efficiency of the unit. Then, in terms of procurement inbound and outbound distribution, the related processes and some details were improved to increase the response speed of the entire supply chain; in terms of warehouse management, according to the recommendations of the Medical Material Storage Standards and Improvement Committee, approved The SLP method carried out a scientific layout of the warehouse, and used the ABC classification method to reclassify the materials in the warehouse, and differentiated management of different classifications, and finally formed a set of targeted improvement strategies. Finally, the effect of the improvement strategy was evaluated, and the implementation guarantee was explained based on the actual situation of Tianjin XX Center. Different urban emergency medical material warehouses have certain particularities, but they also have certain commonalities. Under the background of establishing and improving local public health emergency material guarantee systems across the country, the research results of this thesis hope to provide some reference for the same type of units.
