中文摘要:随着我国经济的快速发展和人民生活品质的不断提升,人民日益增长的健康需求与医疗供给呈现出不平衡的态势。为改善医疗健康供需关系,提高医疗质量和服务质量,近几年国家陆续出台多项医改政策予以调整。在新医改背景下,随着我国医疗体制改革、医药制度改革、医保支付制度改革的不断深化,公立医院的经营发展面临着巨大挑战。如何在保障公立医院社会公益性的前提下,实现医院经济效益最大化、自我生存发展最优化,在激烈的医疗市场竞争环境中脱颖而出,是医院管理者首要考虑的问题。 本文研究对象GT医院是一所由国有企业举办的公立医院,承担着公立医院非营利性和公益性的责任和任务,同时也面临着国有企业体制改革和深化医药卫生体制改革的双重压力。在新医改这样的大背景下,GT医院亟需制定行之有效的发展战略规划以确保医院的生存和发展,提高医院的竞争力。本文结合战略管理、精益医院管理和现代医院管理制度相关研究作为理论基础,采用PEST分析、波特五力模型分析和SWOT分析的战略分析工具,分析了GT医院内外部发展环境,对GT医院的优势、劣势、机遇和威胁等关键因素进行了分析归纳,结合GT医院使命、愿景和战略目标制定了扭转型战略和多元化战略作为GT医院未来的发展战略。在新的发展战略中,GT医院完成管理模式和经营策略的转变,强调质量效益在医院经营发展中的地位,开展多元化业务增加收入渠道,实现“开源节流”。为了保证GT医院发展战略的顺利实施,本文提出了完善现代医院管理制度建设、实施精益医院管理模式、采用基于资源利用视角的精细化运营和开拓大健康产业链上的多元化业务四项具体措施,最终实现医院经济效益和社会效益的双重提升,促进医院在新医改背景下的可持续发展。 希望本文对GT医院发展战略的研究可以为我国处于相同改制背景中的医院提供一定的借鉴作用,共同促进我国医疗卫生事业的发展,为民众提供更好的优质医疗质量和服务。  
英文摘要:With the rapid development of our country's economy and the continuous improvement of people's quality of life, the people's growing health demand and medical supply are showing an imbalance. In order to improve the relationship between the supply and demand of medical health, and improve the quality of medical care and service quality, the state has successively introduced a number of medical reform policies in recent years to adjust. In the context of the new medical reform, with the continuous deepening of our country's medical system reform, medical system reform, and medical insurance payment system reform, the operation and development of public hospitals are facing huge challenges. On the premise of ensuring the social welfare of public hospitals, how to maximize hospital economic benefits, optimize self-existence and development, and stand out in the fierce medical market competition environment is the primary consideration for hospital managers. GT Hospital, the research object of this thesis, is a public hospital run by a state-owned enterprise. It undertakes the non-profit and public welfare responsibilities and tasks of public hospitals. At the same time, it is also facing the dual pressure of state-owned enterprise system reform and deepening of the medical and health system reform. Under the background of the new medical reform, GT Hospital urgently needs to formulate an effective development strategy plan to ensure the survival and development of the hospital and improve the competitiveness of the hospital. This thesis combines strategic management, lean hospital management and modern hospital management system related research as the theoretical basis, using PEST analysis, Porter’s five forces model analysis and SWOT analysis of strategic analysis tools to analyze the internal and external development environment of GT Hospital, the impact of GT Hospital Key factors such as strengths, weaknesses, opportunities, and threats are analyzed and summarized. Combining GT Hospital’s mission, vision and strategic goals, a reversing strategy and diversification strategy are formulated as GT Hospital future development strategies. In the new development strategy, GT Hospital has completed the transformation of its management model and business strategy, emphasized the role of quality and efficiency in the development of hospital operations, carried out diversified businesses to increase revenue channels, and realized "increasing revenue and reducing expenditure." In order to ensure the smooth implementation of GT Hospital development strategy, this thesis proposes four specific measures to improve the construction of modern hospital management systems, implement lean hospital management models, adopt refined operations based on the perspective of resource utilization, and develop diversified businesses in the health industry chain. Ultimately, the dual improvement of the hospital's economic and social benefits will be realized, and the sustainable development of the hospital will be promoted under the background of the new medical reform. It is hoped that the study of GT hospital development strategy in this thesis can provide a certain reference for hospitals in the same restructuring background in my country, jointly promote the development of my country's medical and health undertakings, and provide the public with better quality medical services and services.
