中文摘要:TJYF(天津市交通运输基础设施养护服务中心),以下简称养护中心,是在天津市交委机构改革后成立的一家集公路养护管理、组织、实施为一体的养管单位。随着我国公路交通及相关设施的建设发展,大量的公路养护管理问题也伴随出现。新增的设施如何保证在其生命周期内保持高质量的服务水平,将日常养护或预防性养护、道路改建、重建、维修等处置方式结合起来,成为面临的一项问题。本文研究意义在于实现养护决策科学化,养护流程标准化,养护管理目标考核系统化。 研究主要内容为结合国内外关于公路养护管理中的数据应用的发展,从现有的公路养护管理方面入手,对天津市外环线的养护管理工作进行调查研究。分析养护工作中出现的信息化建设与科技发展不相适应,养护决策不科学、养护流程不标准等问题。针对存在的问题,应用数据算法,提出推进预防性养护决策科学化、流程标准化、绩效评价数据化的合理措施,进一步提高养护管理水平。本文研究结论及创新点在于:首先,提出了道路性能预测模型对路面性能进行预测,合理制定养护计划;其次,应用道路性能指标衰减曲线模型,明确了各类养护工程实施的数据指标界限;再次,根据常见路面病害建立指标评价体系,并根据指标特性、病害特点整合养护技术方案并建立了决策树模型细分养护需求,提高了养护计划可实践性;最后,通过分析现有组织机构工作流程存在的问题,提出组织机构整合方案,优化管理流程,从养护措施的质量改善、节能环保、成本控制等角度出发提出考核分级评价指标,结合主客观分析,推进养护管理运行科学化、高效化。图13幅,表11个,参考文献33篇。 
英文摘要:TJYF (Tianjin Transportation Infrastructure Maintenance Service Center),hereinafter referred to as the Maintenance Center, is a collection of highway maintenance management, organization, implementation as one of the maintenance and management units established after the reform of Tianjin Transport Commission. With the development of China's highway traffic and related facilities, many highway maintenance management problems appear. How to ensure the high-quality service level of new facilities in its life cycle, and combine daily maintenance or preventive maintenance, road reconstruction, reconstruction, maintenance, and other treatment methods, has become a problem. The significance of this thesis lies in the realization of scientific maintenance decision, standard maintenance process and systematic maintenance management objective assessment. The main content is to investigate the maintenance and management of Tianjin Outer Ring Road from the existing aspects of highway maintenance and management, combined with the development of data application in highway maintenance and management at home and abroad. This thesis analyzes the problems of mismatched maintenance information construction and science and technology development, unscientific maintenance decision and nonstandard maintenance process. In view of the existing problems, through the data algorithm application, the reasonable measures to promote scientific, standardized process and data-based performance evaluation of preventive maintenance decision are put forward, to further improve the level of maintenance management. The conclusions and innovations of this thesis are as follows. Firstly, to predict the pavement performance and make reasonable maintenance plan. Secondly, the attenuation curve model of road performance index is applied to clarify the data index limits of various maintenance projects. Thirdly, the index evaluation system is established according to the common pavement diseases. According to the characteristics of index and disease, the maintenance technical scheme is integrated, and the decision tree model is established to subdivide the maintenance demand. These measures improve the practicality of maintenance plan. Finally, through analyzing the existing problems, this thesis puts forward the organization integration plan, optimizes the management process, From the quality improvement, energy conservation and environmental protection, cost control and other aspects of maintenance measures, this thesis puts forward the assessment and grading evaluation index, combined with subjective and objective analysis, to promote the scientific and efficient operation of maintenance management.
