中文摘要:2005年,我国二氧化硫排放总量高达2549万吨,居世界第一,比2000年增加了27%。50%左右的二氧化硫来自于燃煤。为此“十一五”期间,政府制定了主要污染物削减10%的目标,到2010年,全国二氧化硫的总量将控制在2290万吨之内。强化现有和新建电厂的脱硫设施建设是减少二氧化硫排放的主要措施之一。 烟气脱硫建设的迫切需求和广阔的市场前景,吸引了众多的脱硫技术供应商。而脱硫工程建设具有投资额大、规模大独立性强、工程结构与施工技术复杂、建设协作单位多、施工周期长等特点。脱硫建设项目往往是由多项目组成的,一个企业内部也有多个项目同时运行也是普遍现象。多项目环境下的项目管理面临着资金分配与需求冲突、角色多重性、超负荷工作等问题。对众多参与者的选择和管理、庞大的投资、广泛的社会影响、复杂的专业技术,都迫切需要引入科学、高效的项目管理方法。 如何更好、更快的将脱硫工程建设好成为摆在发电企业面前的主要任务。因此,选择研究现代项目管理在脱硫建设项目中的应用,分析脱硫建设项目管理的现状和问题,应用先进的项目管理的理论和方法,探索脱硫建设项目管理的模式和方法,无论是从研究脱硫建设项目管理、解决实际问题的角度,还是从指导今后脱硫工程建设人员的角度都具有重要意义。 本文以项目管理的理论为出发点,从脱硫施工项目的独特性入手,总结了脱硫施工项目管理的特殊要求,提出了以集成管理为核心、专项管理为支撑的脱硫施工项目的管理模式。同时详细的论述了脱硫施工集成管理的重要内容,它包括组织集成管理、计划集成管理和变更管理。本文还归纳了常见的集成管理模式,总结了一般的集成方法;最后本文以大唐盘电2×600MW火电机组脱硫建设项目为背景,论述以集成管理理论为核心的管理模式及其管理过程。集成管理是脱硫施工项目管理的新视角,它将有助于提高发电企业对施工项目的综合管理水平,在中国大力开展脱硫工程建设的今天,本文具有一定的现实意义。  
英文摘要:The totel amount of sulfur dioxide which coming first in the world of our country reached up to 25.49 million ton in 2005 and increased up from 27 percent in 2000. Fifty percent of sulfur dioxide was from burning fuel. Therefore the government Laid down the target of cutting 10 percent of major pollutants during the 11th Five-Year. By the year 2010 the totel amount of sulfur dioxide will be controled under 22.9 million ton. Intensifying construction of desulphurizing installations of current and newly-built power plant is one of main measure of cutting discharge of sulfur dioxide. Pressing needs and promising market of construction of desulphurizing installations attracted many suppliers of techniques for desulphurizing. Desulphurizing engineering has characteristics of great amount invested, large scale, vigorous independence, complex engineering structure and construction technology, lots of coordinating unit and long constructionperiod. Desulphurizing construction projects often are consist of many projects. It is common phenomenon of many projects running at the same time inside an enterprise. Project management under the circumastance of multi-project faces the problems as allocation of funds and requirement conflict, role multiplicity, overwork. Selecting and managing numerous participant, large investment, extensivesocial influence, complex technical expertise all require leading in scientific and high-efficiency project management method. It is main task for electrical generation enterprise how to more and faster build desulphurizing construction project. Thererfore researching the application into desulphurizing project of Modern Project Management, analyzing Current Situation and problems of desulphurizing construction project management, applying advanced theory and method of project management, exploring mode and method of desulphurizing construction project management are therefore tremendously significant from the angle of researching desulphurizing project management and resolving practical problem and from the angle of instructing desulphurizing construction personnel. The paper taked off from theory of project management, startd with uniqueness of desulphurizing construction project, summaried specific requirements of desulphurizing construction project management, presenting management mode of desulphurizing construction project which centering on assembling management and supporting with Special management. Meantime the paper amplified on important part of desulphurizing construction assembling management which consists of organization assembling management, plan assembling management and Change Management. At last the paper discoursed management mode and manzgement process of centering on assembling management theory which was set in desulphurizing construction project of DaTang Panshang Power Plant 2×600MW thermal power generator. Assembling management is new view of desulphurizing construction project management. It will be help to advance comprehensive management level of construction project for electrical generation enterprise. The paper is of practical significance in today when carrying out desulphurizing construction project vigorously.
