中文摘要：	近年来大数据技术快速发展，数据的采集、开发和利用成本不断降低，应用领域日益广泛，我国高度重视对于大数据技术的应用以及数据对于政府治理的作用。本研究利用《数据赋能政府治理评价指标体系》对安徽省各城市以及江浙沪部分城市进行对比研究，对安徽省相关政策文件与江浙沪进行比较研究，以发现安徽省在数字治理方面的成就及问题。 研究发现目前安徽省在治理效果、治理能力、制度保障与公众参与方面的不足，如：存在发展不平衡不充分的情况；行政效率有待进一步提高，政府填报报表数据质量需把控；数字经济竞争优势不明显；政府数据开放不充分，开放数据集较少，网站建设情况有待提升，部分城市未建设网站或网站入口难找；对于中小企业的服务上，平台建设相对滞后；互联网治理方面，安徽省各市对于新兴的互联网互动渠道行动较为迟滞；组织领导能力方面，安徽省大部分城市并未建立对于大数据治理的专门机构；数字基础设施建设方面，安徽省整体水平不高，且无明显省内城市差距。 对此提出如下建议：紧跟国家战略规划，并根据地方实际进行相应调整，目前安徽省对于数据资源的管理相关规定数量较少、内容仍需丰满，如关于数据资源管理的具体规定、相关数据安全管理规定、数据开放相关规定等；加强数据资源整合共享、开放，充分发挥数据资源作用，优化再造政府工作流程，提高行政效率，激发经济活力；进一步推进政务服务数字化，加强平台建设；扶持数字经济发展，优先发展重点城市，发挥辐射带动作用；维护数据安全。
英文摘要：	In recent years, big data technology has developed rapidly, the cost of data collection, development and utilization has been continuously reduced, and the application fields have become more and more extensive. my country attaches great importance to the application of big data technology and the role of data in government governance. This study uses the "Data Enabling Government Governance Evaluation Index System" to conduct a comparative study of cities in Anhui Province and some cities in Jiangsu, Zhejiang and Shanghai, and compare relevant policy documents of Anhui Province with Jiangsu, Zhejiang and Shanghai to discover the achievements of Anhui Province in digital governance And questions. The study found that Anhui Province has shortcomings in governance effects, governance capabilities, institutional guarantees, and public participation, such as: unbalanced and insufficient development; administrative efficiency needs to be further improved, and the quality of government reporting data needs to be controlled; digital economy competition The advantages are not obvious; government data is not open enough, open data sets are few, website construction needs to be improved, some cities have not built websites or website entrances are difficult to find; for the service of small and medium enterprises, platform construction is relatively lagging; in terms of Internet governance, Anhui The provinces and cities have been slow to act on emerging Internet interactive channels; in terms of organizational leadership, most cities in Anhui Province have not established specialized agencies for big data governance; in terms of digital infrastructure construction, the overall level of Anhui Province is not high, and there is no obvious province. Inner city gap. The following suggestions are made: follow the national strategic plan and make corresponding adjustments according to local conditions. At present, the number of relevant regulations on data resource management in Anhui Province is small and the content still needs to be full, such as specific regulations on data resource management and related data.
