中文摘要:在知识经济背景下,我国高科技企业面临复杂和动态的外部环境,外部竞争的激烈使得高科技企业面临巨大的挑战和机会;创新是高科技企业最本质的特征,企业创新都以项目的形式存在,而高科技企业传统的企业管理模式已远远不适应创新(项目)管理的需求,因此迫切需要引入一种新的管理范式,高科技企业的项目导向型企业建设正是在这种背景下提出的。 首先,论文回顾了项目管理的发展,发现项目导向型企业的建设是今后项目管理发展的主要方向,在对项目导向型企业的国内外研究现状研究的基础上总结出项目导向型企业建设的研究。然后论文对我国高科技企业进行项目导向型企业建设的现状做了细致的分析,尤其指出了目前很多高科技企业在项目管理方面存在的问题,而项目导向型企业的建设正是解决这些问题的一种最佳选择。 其次,在理论分析和高科技企业现状分析基础上,论文提出并详细阐述了我国高科技企业进行项目导向型企业建设的内容、途径和方法。通过研究,本文认为我国高科技企业进行项目导向型企业建设的内容是以其管理能力的提升为核心、以企业组织机制和企业文化为保障的互动建设,其中管理能力的建设包括了单一项目管理能力的建设、项目群管理能力的建设和战略项目组合管理能力的建设;而企业的组织机制是从组织结构、决策机制、绩效考核机制上为这三类管理能力的建设提供保障;研究针对高科技企业的特征,认为应形成创新、合作和学习的企业文化来推动组织机制的改进和企业管理能力的提升。然后,论文在探讨了高科技企业的发展历程基础上,提出了高科技企业建设项目导向型企业的途径。在建设方法上,本研究提出了企业管理层的推动、组织学习机制的建立和员工激励机制的建立是高科技企业推行项目导向型企业建设的有效措施。 最后,结合高科技企业——天士力制药股份有限公司进行项目导向型企业建设的案例,初步验证了本研究提出的高科技企业进行项目导向型企业建设的内容、途径和方法,并对其建设项目导向型企业取得的成效和存在的问题进行了分析。  
英文摘要:In the context of a knowledge-based economy, China's High-Tech Enterprises are facing complex and dynamic external environment. External competition makes High-Tech Enterprises facing tremendous challenges and opportunities. Innovation is the most essential feature of the High-Tech Enterprises, which represents in the form of project. As the development of projects in High-Tech Enterprises, the traditional management paradigm can not fit the situation. There is an urgent need to introduce a new management paradigm, and to build a project-oriented company is the best way. Firstly, this paper has an introduction of the development of project management and related research on project-oriented company establishment. By analysis of problems in many High-Tech Enterprises, we find that establishment of project-oriented company is an efficient way to improve the capacity of management. Secondly, this paper has a description of the content and approach to establish a project-oriented company. The content takes raise of enterprise management ability as core and improvement of enterprise organization mechanism and enterprise culture as guarantee. The raise of enterprise management involves singlet project management ability improvement, multi projects collaborative management ability improvement. The enterprise organization mechanism establishment mainly focuses on enterprise organization structure, strategic decision mechanism and performance review mechanism. Enterprise culture runs through the whole process of project-oriented company establishment of High-Tech corporations. The author believes that innovation, cooperation and learning oriented culture can help. The process is not a short way but a long journey, which is divided into starting part, initial part, and accomplishment part. Efficient approaches include establishment of enterprise promotion, learning based mechanism and employer motivation mechanism. Finally, this paper study a successful case---Tasly Pharmaceutical Co., Ltd.. Tasly is a High-Tech Enterprise which is establishing itself as a project-oriented company. Take this corporation as example, we show that the content and approach we propose in this paper really works. This paper also have a detailed analysis of the achievement and defect of it’s project-oriented company establishment process.
