中文摘要:随着经济结构转型、消费升级和金融科技的迅速发展,我国的消费金融行业规模迅速增长。由于发展时间较短,目前消费金融行业存在从业机构混乱、利率混乱和行业整体风险管理水平较差等行业乱象,并且存在着严重的欺诈问题。随着内外部环境变化,行业整体利率水平逐步下降,如何控制成本是整个行业面临的问题。在消费金融的各项成本中,风险成本占比超过三分之一,因而有效控制风险成本是消费金融企业降低总成本的重要措施。随着信息技术的发展,消费金融业务的信用风险得到了有效衡量和控制,有效控制欺诈风险、减少风险成本,对于改善消费金融企业的盈利能力具有较强的现实意义。原有的欺诈风险管理模式已经无法满足目前行业环境和企业发展的需要。 本文通过研究欺诈风险管理的相关文献,结合H公司现有欺诈风险管理体系的现状和不足,提出优化建议,对新时期消费金融公司如何应对新局面进行探究。论文的研究方法主要有文献研究法、案例分析法以及定性和定量相结合的方法。首先,通过文献研究法,对欺诈风险的来源、经济后果和经典的管理模式的相关理论和学术观点进行总结;其次,通过案例分析法,对H公司现有的欺诈风险管理体系进行了分析并指出其中的不足,并通过对新时期内外部环境变化的分析,指出H公司在欺诈风险管理进行优化的必然性,探究H公司在未来几年如何优化欺诈风险管理体系,并提出了保障优化措施效果的保障条件。最后,对优化建议进行总结并对未来进行展望。结论是面对新时期,消费金融公司应该更为谨慎的选择细分市场,重视欺诈风险管理并搭建真正有效的欺诈风险管理体系。  
英文摘要:With the transformation of economic structure, Consumption upgrading and rapid development of fintech, consumer finance industry’s market size increase sharply. Now the industry have many problems like confusion in business institutions, interest rate confusion, low risk management ability, and most serious problem is fraud. Since the internal and external environment change, the interest rate level for whole industry gradually decline and how to control the total cost to improve the profit performance is the main problem in business operation. In total cost, risk cost occupies more the one third. As the information technology development, the credit risk in consumer finance business has been effective controlled and measured, so effective control on fraud risk cost level would benefit the total cost control in consumer finance company and have strong practical significance in improving the profit performance for consumer finance company. The current fraud risk management mode cannot suit the demands of current industry environment and business increasing. The paper provides optimization suggestion to current fraud risk management system through research on relevant papers and find out the shortcomings of current fraud management system. The target is exploring how to face the new environment for consumer finance companies in fraud risk management area. This research mainly adopts the methods of literature research method, case analysis method and combining quantitative and qualitative method. Firstly, using literature research method, the paper research the fraud risk source,economic consequences and classic management system in theoretical level. Secondly, through case analysis method,the paper analysis the current fraud risk management system in H company and find out the shortcomings of current system. Then the paper points out the necessity of optimization for current system by analyzing the internal and external environment change and explore how to optimize in recent few years and what safeguard measures is needed. Finally, the paper summarizes the optimization suggestions and prospect the future. The conclusion is in the new period the consumer finance company should choose the niche market more cautiously, focus on fraud risk control and reconstruct the efficient and effective fraud risk management system.
