中文摘要:摘要 2018年中国环保部门发布了草稿版的《非道路机械四阶段排放相关要求》,按相关要求工程机械必须安装依托北斗卫星定位系统的终端设备,实现通讯、报警、定位等一系列功能。是否能在四阶段排放正式实施前开发出质量可靠、性能优良的终端设备成为工程机械行业面临的重要挑战。研究A公司在北斗卫星定位系统终端开发项目中的质量问题对A公司其他项目以及同行业类似项目质量管理水平的提升具有借鉴意义。 本文首先简要说明了该项目的研究背景、研究意义,说明国内外工程机械行业车载定位系统终端设备的开发现状;其次回顾项目管理理论、现代质量管理理论和敏捷项目管理理论;再次以A公司北斗卫星车载定位系统项目为例分析该项目交付物存在的主要质量问题和根本原因;然后从多个方面提出改进措施;最后提出A公司如何通过相关流程的优化和组织结构的调整来保障改进措施有效落地,最终达到提升公司产品质量和项目质量管理水平的目标。 通过深入研究发现产生质量问题的主要根本原因是没有准确识别干系人、需求管理流程不完善、测试过程验证不充分和变更控制流程不完善。针对识别到的根本原因提出了强化干系人识别、优化需求管理流程、导入敏捷开发模式和完善变更控制流程的改进措施。 
英文摘要:Abstract In 2018, China government public the draft version four-stage emission control technology requirement of China non-road diesel mobile machinery pollutant, base on the requirements the construction machinery must be installed relying on Bei Dou satellite positioning system terminal equipment, to achieve communications, alarm, positioning and a series of functions. Whether can develop reliable quality and excellent performance terminal equipment before the four-stage emission is officially implemented has become a big challenge for the construction machinery industry. The research on quality improvement of Bei Dou satellite positioning system project of Enterprise A is helpful to improve the project quality and project management level for the other projects in company and the similar projects in the construction industry. This paper describes the research background and research significance of the project, briefly explains the current application status of Bei Dou positioning system terminal equipment in the construction machinery industry of China and global, then reviews the project management theory, modern quality management theory and agile project management theory. Secondly investigate the main quality problems and do root cause analysis of the project delivery and propose improvement solutions from many points of view. Finally, it suggests how the company to ensure the proposal implement through the optimization of the project management processes and the adjustment of the organizational structure, the research goal is promote the product quality and project quality management level of the company. Through in-depth research, the main causes of quality problems are the failure to accurately identify the relevant people, the imperfect requirements management process, inadequate verification of the testing process and imperfect change control process. In view of the root causes identified, the improvement measures to strengthen the identification of relevant people, optimize the requirements management process, import agile development mode and improve the change control process are put forward.
