中文摘要:国有资产经营管理公司是我国国有资产管理体制改革和国有企业改革的产物,不仅肩负着自身发展壮大基础上实现国有资产保值增值的任务,也肩负着推进国有经济布局结构优化调整、深化国企改革以及完善国有资产管理体制的重要任务,历经了试点、组建及近30年的探索实践,取得了显著成效。随着我国经济发展进入“新常态”,国企改革进入“攻坚区”和“深水区”,面临的形势更加严峻,如何在市场竞争日益加剧以及国资改革不断深化的背景下,有效利用政策优势,整合内外部资源,对公司的发展战略进行调整、打造核心竞争力,增强市场竞争优势,实现持续经营和转型发展,就成为这类企业必须要面对和解决的问题。 B资产经营管理公司(后简称B公司),是天津港保税区管理委员会投资的控股公司的全资子公司,属于区域型国有资产管理公司。本文以B公司为案例,结合战略理论,首先从研究背景着手,介绍了研究内容和方法,归纳提炼了战略相关理论及分析工具。随后,运用PEST模型、波特五力模型、内-外部矩阵(IE)匹配法、SWOT-QSPM分析模型,通过定性与定量分析相结合,对B公司的发展战略环境进行了重点分析,查明了内外部环境及自身的资源和能力对B公司战略的影响。通过分析得出B公司目前面临着主业单一、体制机制市场化不足、可持续发展业务发展方向不明,人才与业务匹配度低,品牌力不足等问题。 针对上述问题,归纳设计出B公司转型战略:即向“园区资产经营综合服务商”进行转型发展,通过形成“一个方向”+“两大核心能力”+“三大业务板块”+“四类客户”的多元化业务转型发展,发挥对产业服务及升级效应,通过重点放大“投、建、管、退”产业链中“管”的环节效益,最终实现上市,做大做强国有资产经营平台,成为知名的园区资产经营综合服务商,实现经济效益与社会效益双收。本文最后,从总体规划、业务布局、产品、市场、技术及营销等方面提出了战略转型实施建议,并提出了组织优化、人力资本运营、品牌塑造等保障措施。本文的研究对B公司的转型及持续发展提供了指导,同时也为同类型企业的发展战略规划及实施提供了现实参考意义。  
英文摘要:State-owned asset management company is the product of the state-owned assets management system reform and the State-owned enterprise reform. The reformation’s aim is preserve and increase the value of the state-owned assets, promoting the optimization of the state-owned economic layout and structure and deepen the reform of state-owned enterprises. While, during almost 30 years trail, it has made a great achievement. With the normalization of the State-owned enterprise reform, the reformation of the national economic development is moving to a more seriously and critical stage. How to build the core competitiveness of enterprises, using the policy advantage and internal and external resource superiority to make a sustainable and stabilize development, is the main issue they have to face on currently. B Asset Management Company (hereinafter referred to as company B) is a wholly-owned subsidiary of the holding company invested by the Management Committee of Tianjin Port Free Trade Zone, which is a regional state-owned asset management company. In this paper, we take “B Company” as example, combined with the theory of strategic. Summarized the relevant research results around the world with the background and introduce the research content and methods. Next, by using PEST model, Porter's five forces model, internal external matrix (ie) matching method, sweetsop analysis model, through the combination of qualitative and quantitative analysis, this paper focus on the strategic environment of B company ,to figure out the effect from the internal and external environment and its own resources on the strategy of B company. The analysis shows that company B is facing the problems of non-diversified business, insufficient market-oriented system and mechanism, unclear development direction of sustainable development business, low matching degree between talents and business, and insufficient brand strength. To solve the problems, designed a specific development strategy for company B, that is, providing full service to assets management, forming a diversified business development layout of "one direction" + "two core competencies" + "three business sectors" + "four types of customers" and upgrading industrial service and development level. From enlarging the benefits of "management" in the industrial chain of "investment, construction, management and withdrawal" and the mode of "giving priority to both the heavy and the heavy" to realize the listing, to become a well-known comprehensive service provider of assets management in the field, accomplishing both economic and social achievement. Finally, we summarized how implement the strategy from business model, business layout, products, market, technology and marketing, and puts forward some safeguard measures such as organization optimization, human capital operation and brand building. The research of this paper provides guidance for the transformation and sustainable development of B Company, and also provides practical reference for the development strategy planning and implementation of the same type of enterprises
