中文摘要:随着经济全球化的发展,人力资本的价值在企业中举足轻重,培训作为企业重要的人力资本投资活动,无论是股东、经营者、还是受训人员,都非常关注培训产生的效果。培训是提升企业员工素质、提高企业竞争力的重要途径,而培训效果评估是培训工作的重要环节,培训效果评估不是简单的学习效果评价,需要追踪被培训者经受培训后在工作岗位的绩效改进情况,所以评估信息的收集和培训效果的判断具有系统性和复杂性。如何对企业员工培训效果进行评估,已成为人力资源管理的一个重要课题和难题。实践证明,科学的培训效果评估对于了解企业投资的效果、界定培训对组织的贡献、证明员工培训所做出的成绩非常重要。 本文运用文献分析、比较研究和案例讨论等方法,首先对已有的培训效果评估理论模型进行了分析与比较,选取以柯克帕特里克(Kirkpatrick)层级评估模型为主线,从反应层、学习层、行为层和结果层四个层面构建了培训效果评估的指标体系和评估方法;其次,对企业专业技术人员的概念与特征加以界定,并结合BD公司专业技术人员培训效果评估的现状,对目前培训效果评估体系中存在的问题和原因进行了详细探究;然后,本文遵循了培训效果评估的设计原则,并结合自身的工作经验,对原有的培训效果评估流程进行了改进。最后,针对BD公司培训效果评估中存在的问题,提出了更适合专业技术人员与企业实际的培训效果评估体系,同时对培训效果评估体系有效运行的实施保障进行了初步阐述与探讨。 本文希望通过对培训流程的改进和新的培训评估方法的引入,为以后企业人力资源的培训与开发提供有益借鉴,并对同类企业员工培训效果评估工作具有一定借鉴作用。  
英文摘要:With the development of global economy, the value of human capital plays an significant role in the enterprise. As an essential human capital investment, training has been rendered vital by stockholders,managers as well as the trainees.Training is an important way to win competition and to improve staffs’ quanlity, and the training evaluation is one part of training, the training evaluation is not only the simple learning evaluation but also required to track trainees’ performance improvement, so it is so complicated and systematic to collect the evaluation information and judge the training effectiveness. How to evaluate the effectiveness of training has been an important and difficult problem in human resource management.As practice tests that, scientific evaluation is of importance to know about the return of enterprise investment and indivadual performance. First of all, the paper briefs the former training evaluation model in terms of literature analysis,comparative and case discussion,and take Kirkpartrick model as the main model. Meanwhile we set up specific evaluation indicators and methods from reaction levels, learning levels,behavior levels and result levels;Secondly we define the concept and features of professional and technical personnel,and we make the deep analysis of the current problem and its reason about the evaluation system of professional and technical personnel in BD company; Then, following the principles of training evaluation,we improve the process of old training eveluation according to my own working experiences.Thirdly, based on previous studies of the evaluation system of professional and technical personnel in BD company. we consider the current state and problem of professional and technical personnel, Then we bulid the new training evaluation system which is more practical and suitable for the professional and technical personnel in BD company. and we design the contents of training effectiveness evaluation in details from reaction levels, learning levels,behavior levels,result levels. Meantime the paper discuss and put forward the security measures which can make the new evaluation system of training effectiveness work smoothly. The author hopes sincerely that the paper can provide useful reference for future training and development by improving training procedures and introducing new evaluation methods .and the evaluating work on training effectiveness can benefit from the research result of this paper in other similar enterprises.
