| 中文摘要: | 2012 年开始,国内涌现出了以找钢网为代表的大量的钢铁电商企业,被称为钢铁电商元年。钢铁电商平台属于产业互联网交易平台,与“淘宝,京东”的消费互联网模式有较大不同。近几年钢铁电商快速发展,大量钢铁电商企业由于项目定位不清晰,风险管理不到位导致项目失败,给企业带来巨大的损失。BC公司倾力建造的“云上钢铁”电商平台目标市场大、建设周期长、交易体量大,是钢铁电商平台建设的有益探索,其风险防范问题研究具有重要的理论和现实意义。为识别和评价“云上钢铁”电商平台项目建设过程中的关键风险因素,本研究以全生命周期理论为指导,将项目划分为规划、设计、实施、完成四个阶段,运用WBS工作分解法与AAR工作法对项目风险指标进行归纳,形成风险清单;进而采用德尔菲法、损失期望值法对20个子阶段、校正后的50个风险因子进行评估,结合概率分析与四分位法筛选出各个阶段的关键风险,并对关键风险进行综合评价。结果显示,4个阶段12项关键风险多集中于规划与设计阶段,就损失期望值来看,规划阶段最高、完成阶段最低;大风险事件多集中于前期规划与中期实施阶段,符合项目关键风险的一般特征。据此提出应对关键风险发生的总体原则与各个阶段风险管控的具体措施。论文以BC公司“云上钢铁”电商平台项目这一稀缺样本为典型案例,研究大宗钢铁行业垂直电商平台建设阶段的风险管理问题,按照“识别—评价—应对”的思路,筛选出关键风险因素,科学防范和规避建设中的风险问题,保证项目 顺利完成,同时丰富项目风险管理理论体系,为今后类似项目的风险管理工作提供借鉴与参考。 | |
| 英文摘要: | Since 2012, a large number of steel e-commerce enterprises have emerged in China, represented by the steel network, so this year is known as the first year of steel e-commerce. The steel e-commerce platform is different from the consumption Internet mode represented by “Taobao”, “Jingdong”, but belongs to the industrial Internet trading platform. With the development of steel e-commerce , a large number of enterprises failed in the construction of steel e-commerce platform project. They suffered great losses due to unclear target orientation and bad risk management.“Steel on cloud” e-commerce platform which was built by BC company has large target market, long construction period and large transaction volume, and is a beneficial exploration for the construction of steel e-commerce platform. The research on risk prevention has important theoretical and practical significance. In order to identify and evaluate the key risk factors in the construction process of “steel on cloud”, the project is divided into four stages,including planning, design, implementation and completion based on the total life cycle theory. WBS and AAR work method are used to summarize the project risk indicators thus forming a risk list. Delphi method and loss expectation method are used to evaluate 20 sub stages and 50 risk factors after correction. Combined with probability analysis and quartile method, the key risks of each stage are screened out, and the key risks are comprehensively evaluated.The results show that the 12 key risks in the four stages are mostly concentrated in the planning and design stage. In terms of loss expectation, the planning stage is the highest and the completion stage is the lowest; the major risk events are mostly concentrated in the early planning and mid-term implementation stages, which conforms to the general characteristics of the key risks of the project.Finally, the paper puts forward the general principles to deal with the occurrence of key risks and the specific measures of risk control in each stage. Taking the rare sample of “steel on cloud” e-commerce platform project of BC company as a typical case, this paper studies the risk management problems of the construction of large-scale vertical e-commerce platform projects in steel industry. According to the idea of identification, evaluation and response, the key risk factors are screened out, so as to prevent the risk problems in the construction and to guarantee the successful operation of it, as well as to enrich the theoretical system of project risk management, and provides reference for risk management of similar projects in the future. | |
