| 中文摘要: | 多项目资源配置管理是将企业有限的人力、物力、财力等资源在多个项目之间进行优化配置,最大程度满足不同项目的需求,从而实现企业利润最大化。科学优质的多项目资源配置模式不仅是单一的项目管理,应是以企业整体发展战略作为项目总体管理目标,进而完成企业有限资源的合理有效配置。 论文首先总结了国内外有关多项目管理理论、资源配置方面的文献和研究成果;在此理论基础上,阐述了本文的主要结构。然后,选择作者所在信息工程部为研究对象,分析其组织结构及单项目管理体系现状,根据信息工程部的业务特点分析工业软件类开发项目的管理特点,进一步得出在多项目管理环境下面临的关键问题。进而,从对资源管理模式构建、制定优先级评定规程、多项目资源计划评估、多项目资源管理监控、团队管理等角度,综合制定了多项目组合管理的资源管理策略。进一步地,对信息工程部的组织结构进行了再优化,建立技术协调委员会,通过自主开发的PMS项目管理系统对建立的多项目进度计划和资源管控流程进行应用实施,并制定了能够确保新的资源管理策略有效实施的组织运行和保障措施。 最后,论文再次回顾了本文的研究主题、研究目标和写作思路,总结了在理论和实践两个方面得出的观点和结论,指出了文章中存在的不足以及今后需要改进和努力的方向。 | |
| 英文摘要: | Multi-Project resource management is to optimize the allocation of limited human, material and financial resources among multiple projects to meet the needs of different projects, so as to maximize the profits of enterprises. The scientific and high-quality multi-project resource allocation mode is not only a single project management, but also should take the overall development strategy of the enterprise as the overall project management goal, so as to complete the reasonable and effective allocation of the limited resources of the enterprise. Firstly, this paper summarizes the literature and research results on the theory of multi-project management and resource allocation at home and abroad; on the basis of this theory, it expounds the main structure of this paper. Then, this paper selects the information engineering department where the author works as the research object, analyzes its organizational structure and the current situation of single project management system, analyzes the management characteristics of industrial software development projects according to the business characteristics of the information engineering department, and further obtains the key problems in the multi-project management environment.Then, from the construction of resource management mode, the formulation of priority evaluation procedures, multi-project resource plan evaluation, multi-project resource management monitoring, team management and other angles, the resource management strategy of multi-project portfolio management is formulated comprehensively. Furthermore, the organizational structure of the information engineering department is further optimized, and the technical coordination committee is established. The self-developed PMS project management system is used to implement the established multi-project schedule and resource control process, and the organizational operation and guarantee measures are formulated to ensure the effective implementation of the new resource management strategy. In the end, the paper reviews the research topic, research objectives and writing ideas of this paper, summarizes the views and conclusions in theory and practice, and points out the shortcomings of the paper and the direction of improvement and efforts in the future. | |
