中文摘要：	基础设施项目作为关系国民生活、经济的重要工程，该类项目的规划与建设具有重要的社会意义。然而，由于基础设施项目具有投资规模大、建设期长、投资回报低等特点，故需要国家或者地方财政给予资金支持。为了缓解国家或地方财政的压力，我国逐步引入了PPP模式实施基础设施项目。我国大力发展PPP模式，出台了一系列支持政策，纳入财政部PPP项目库的项目数量激增。为进一步规范PPP项目运作，财政部发布《关于进一步加强政府和社会资本合作（PPP）示范项目规范管理的通知（财金[2018]54号）》，对PPP示范项目进行了重新规范，使PPP项目逐渐从数量增长向质量提升转变。从国有基础设施公司的企业性质及我国国情来看，国有基础设施公司参与基础设施PPP项目十分普遍。本论文基于此，以TJ基础设施公司为例研究PPP项目投资决策评价体系。本文通过文献研究法、专家打分法、层次分析法与案例研究法相结合的方式，对TJ基础设施公司PPP项目投资决策评价体系进行优化研究。通过阅读相关文献，并结合TJ基础设施公司PPP项目投资决策评价体系现状及存在的问题，从宏观经济、合作团队能力、投资价值等三个维度切入优化评价指标。然后，采用专家打分法和层析分析法确定PPP项目评价体系中的各级指标权重，从而重新构建出PPP项目投资决策评价体系。继而选取TJ基础设施公司实际参与的PPP项目进行案例研究，运用优化前后的评价体系对该案例进行评价，从而验证优化后评价体系的有效性。通过优化TJ基础设施公司投资决策评价体系，不仅能够进一步规范本公司投资决策、避免投资风险，而且能够为其它从事PPP项目投资的公司提供参考。
英文摘要：	As an important project related to national life and economy, the planning and construction of infrastructure projects are of great social significance. However, due to the characteristics of large investment scale, long construction period and low investment return, infrastructure projects need financial support from the state or local finance. In order to relieve the pressure of national or local finance, China has gradually introduced the PPP mode to implement infrastructure projects. China has vigorously developed the PPP model, issued a series of supporting policies, and the number of projects included in the PPP project library of the Ministry of Finance has exploded. In order to further standardize the operation of PPP projects, the Ministry of Finance issued the Notice on Further Strengthening the Standardized Management of PPP Demonstration Projects (No.54 [2018] of The Ministry of Finance), which re-standardized the PPP demonstration projects and gradually transformed the PPP projects from quantity growth to quality improvement. Judging from the nature of state-owned infrastructure companies and China’s national conditions, it is very common for state-owned infrastructure companies to participate in infrastructure PPP projects. Based on this, this paper takes TJ Infrastructure Company as an example to study investment decision evaluation system of PPP project. In this paper, the method of literature research, expert scoring, analytic hierarchy process and case study is combined to optimize the investment decision evaluation system of PPP project of TJ Infrastructure Company. By reading relevant literature and combining with the current situation and existing problems of the investment decision evaluation system for PPP projects of TJ Infrastructure Company, the evaluation indexes are optimized from three dimensions, including macro-economy, cooperative team ability and investment value. Then, the method of expert scoring and analytic hierarchy process is used to determine the weight of indexes at all levels in the PPP project evaluation system, so as to rebuild the PPP project investment decision evaluation system. Then, the PPP project actually participated by TJ Infrastructure Company is selected for case study, and the case is evaluated by the evaluation system before and after optimization, so as to verify the effectiveness of the optimized evaluation system. By optimizing the investment decision evaluation system of TJ Infrastructure Company, it can not only further standardize the investment decision of TJ Infrastructure Company and avoid investment risks, but also provide reference for other companies engaged in PPP project investment.
