中文摘要：	项目后评估是运用现代系统工程与反馈控制的管理理论，运用统计预测的方法，对项目决策、实施和运营结果做出科学的分析和判定。目前，项目后评估在发达国家各个领域都得到了较为成功的应用，在我国项目后评的应用还不是很普遍。面对日益激烈的市场形式，尤其是钢铁企业竞争的不断加剧，对钢铁企业的发展与决策提出了新的挑战。各大钢厂对投资项目的前评估较为重视，对投资后的效益情况以及各项投资经验的积累重视程度不够，造成在钢铁企业的项目管理的各个环节中，项目后评估成为了薄弱环节，正是由于缺乏对项目经验的总结，降低了投资项目的运作效率，造成了许多项目的决策失误，无形中提高了项目成本。 本文利用对各种后评估方法的介绍与归纳，结合钢铁企业新建项目的特点，对钢铁企业新建项目后评估的评估内容、评估检测体系构建以及评估方法进行了综合分析，建立了钢铁企业新建项目后评估体系模型，通过对比法、专家评估法、新建项目成功度法以及模糊评价等方法，对钢铁企业新建项目进行了有效的评价，并做出成功度结论。 最后，本文结合研究成果，以莱钢冷轧薄板生产线一期工程后评估为例，对所提出的评价体系得应用进行了具体介绍，验证其实用性与可操作性，并对后续研究提出了相应的建议。
英文摘要：	Post-project evaluation is the use of the theories of the modern engineering systems and the feedback control systems and management, the use of statistical forecasting methods, the project decision-making, implementation and results of operations and scientific analysis to determine. At present, post-project evaluation in all areas in the developed countries have been more successful applications. In our country the application of the post-project evaluation is not very common. Faced with increasingly intense market forms, especially iron and steel enterprises growing competition for iron and steel enterprises in the development and decision-making poses new challenges. The major steel investment projects of more importance to the first assessment of the effectiveness of investment and the investment experience of the extent of the accumulation of enough importance, resulting in iron and steel enterprises in all aspects of project management, project evaluation has become the weak link. It is due to the lack of experience of the project, reducing the operational efficiency of investment projects, resulting in a number of project decision-making mistakes virtually raised the project cost. In this thesis, the use of various assessment methods were introduced and summarized, combined with iron and steel enterprises in the characteristics of new projects, new projects on the iron and steel enterprises to assess the content of the post-assessment to assess the detection system, as well as assessment methods to build a comprehensive analysis of the iron and steel enterprises to establish new projects. After the evaluation system model, by contrast, the expert assessment, the new method as well as the success of the project, such as fuzzy evaluation method, a new iron and steel enterprises to carry out an effective project evaluation, and degrees to successful conclusions. Finally, this thesis, research results, to Laigang cold-rolled sheet production line assessment of a project as an example of the evaluation system proposed by a specific application, the verification of its utility and operability, and a follow-up study recommendations accordingly.
