中文摘要:相对于其他行业而言,海上石油平台建造项目具有资金投入量大、建设过程 复杂、风险层次多、专业资质要求严格、投资回报周期长等特点。2018 年6 月 以来,国家有关部门先后出台关于进一步开放国内油气市场的一系列政策,使得 国内各油气企业在内外部竞争环境加剧的情况下必须加快自身深化改革的步伐 以适应未来更加不确定的市场变化。 本文是在国家深化油气市场机制改革的背景下,叙述了当前我国油气上游 行业亟待提升自身竞争力的迫切性和战略研究意义。以企业战略为研究的切入 点,总结之前有关领域的学者和专家在风险管理方面的一系列研究理论成果,梳 理出本文的理论框架、对论文所研究的内容框架和结构进行组织安排。随后对企 业战略管理的有关理论、项目群管理及风险管理的有关理论开展文献综述。在对 企业项目群风险管理的分析研究过程中,讨论了企业战略是项目群执行的纲领, 项目群是企业战略实施的具体方式,项目群各类风险的具有关联性和独立性等 具体研究观点。本文深入探究了基于企业战略的项目群风险管理活动,从集团公 司提出的“五大战略”剖析项目群风险从宏观到微观的相互联系,提出了以企业 战略目标为项目群风险管理的规划依据,阐述了如何在企业战略的导向下建立 项目的优先级,并基于相关领域的专家学者的研究理论,作者通过风险识别、风 险评估、风险应对等风险研究方法,研究分析了海上石油平台建造项目群在执行 开发过程中的风险管理机制。对项目群风险管理实施保障提出了如何对风险管 理进行评价分析,进而持续加强改进。最终得到本文的研究结论。 
英文摘要:China's offshore oil and gas upstream exploration and development market was developed rapidly based upon high technology content, high maintenance and operation cost, and access threshold. However, since June 2018, the relevant government agencies have promulgated a series of policies successively, to reform and open the domestic oil and gas market, which accelerates the steps of deepening reform of domestic oil and gas enterprises. This paper takes the deepening reform of national oil and gas market mechanism as the research background, and analyzes the urgency and strategic significance of China's upstream oil and gas industry to enhance its competitiveness. From the strategic management of enterprises as the starting point of the study, around a series of theoretical achievements in risk management of scholars and experts in related fields before, drew the outline of theoretical framework of this research, and sketched up and arranged the critical content of this paper, followed by the summarizes of strategic management, project group management and risk management. In the process of analysis and Research on the risk management of enterprise project group, this paper discusses the enterprise strategy is the program of project group implementation, which explored the risk management activities of project group based on enterprise strategy, analyzes the relationship between programme risk from macro to micro level from "five strategies" proposed by the company, puts forward the planning basis of programme risk management based on enterprise strategic objectives, and expounds how to establish project priority under the guidance of enterprise strategy, as per the research of experts and scholars in related fields. The research puts forward how to evaluate and analyze the risk of the programme, so as to continuously strengthen the improvement. Finally, the conclusion of this paper is obtained.
