中文摘要:近年来,随着全球范围内项目管理知识理念与实践经验的不断积累,跨组 织及地区的项目集管理需求日益增强。这不仅需要清晰合理的项目执行流程以 及高素质且强有力的项目执行团队,更需要为这种新的管理方式设置出专门的 组织结构,因此这一专门的部门-项目管理办公室(PMO),越来越多地出现在 不同行业、不同背景的组织与企业中。 而核电行业因其超长的项目周期、复杂的项目执行要求、严格的政策监管 以及大量的项目干系人管理需求,对项目管理提出了更进一步的要求。本文针 对核电设备生产领域中 PMO 的组织建设,首先回顾了相关的理论,其中详细描 述了项目相关理论以及 PMO 组织设计的相关理论。之后,文章以 E 公司为分析 案例,总结了 E 公司核电事业部的整体概况,简要分析了核电项目的独特性, 并通过调研的方式收集整理了 E 公司核电事业部,在尚未成立项目管理办公室 之前多项目执行的管理状况。基于以上收集的信息对 E 公司成立管项目管理办 公室之前项目管理存在的问题进行了分析。文章的第四部分详细论述了 E 公司 核电事业部 PMO 组织建设的目标,基于该目标下相关职能定位与干系人的角色 职责。之后详细论述了 E 公司核电事业部中事业部级以及区域级两级 PMO 的组 织架构设置方式。并分析了基于以上组织架构 E 公司提出的项目分级规则,改 进、完善出的整体项目执行流程。同时,对基于新的组织结构和执行流程下, 项目执行所采用的相关工具也做了简要分析。最后一部分通过理论分析,选取 了不同的对比维度,对 E 公司核电事业部项目管理办公室组建前后,在不同多 项目执行上取得的收益进行了量化的对比分析,对 E 公司项目管理办公室体系 实施对业务提升的效果进行了综合的研究与总结。 本文的研究争取可以作为核电制造业项目管理办公室分析的典型案例,使 研究分析的方案与使用的方法及效果能够为其他研究者及组织提供参考。同时, 也为核电设备制造行业企业建立和完善项目管理办公室提供可以参考借鉴的模 式,助力我国核电事业的腾飞。 
英文摘要:In recent years, with the global accumulation of project management knowledge concepts and practical experience, cross-organizational and regional program management needs are increasing. This requires not only a clear and reasonable project execution process and a highly qualified and strong project execution team, but also a dedicated organizational structure for this new management approach, so this dedicated department- project management office (PMO) is increasingly present in organizations and enterprises of different industries and backgrounds. The nuclear power industry has put forward new demands on project management because of its long project cycle, complicated project execution requirements, strict policy supervision and a large number of stakeholder management needs. In this thesis, the organization Establishment of PMO in the field of nuclear power equipment production is reviewed, which describes the project-related theory and the PMO organization design in detail. After that, the thesis summarizes the overall situation of the nuclear power BU of Company E, briefly analyzes the uniqueness of nuclear power projects, and collects and organizes the management status of the nuclear power BU of Company E through research, and the implementation of multiple projects before the establishment of the Project Management Office. Based on the information collected above, the problems of project management existed before E company set up the management project management office. The fourth part of the thesis discusses in detail the goal of PMO organization and construction of the nuclear power BU of Company E, based on the relevant functional orientation and the role responsibilities of stakeholders under this goal. Then it discusses in detail the organizational structure of PMO at the BU level and at the regional level in the nuclear power BU of Company E. And analyzed based on the above organizational structure E company proposed project classification rules, improve and improve the overall project implementation process. At the same time, based on the new organizational structure and implementation process, the relevant tools used in project execution are also briefly analyzed. The last part selects different comparative dimensions through theoretical analysis, quantitative comparative analysis of the gains made in the implementation of different multi-project before and after the establishment of the Project Management Office of the Nuclear Power BU of Company E, and a comprehensive study and summary of the effect of the implementation of the project management office system of Company E on business promotion. This thesis can be used as a typical case for analysis by the Project Management Office of nuclear power manufacturing Industry, so as to provide reference for other researchers and organizations for the research and analysis scheme, application method and effect. At the same time, it also provides reference model for the establishment and improvement of project management office for nuclear power equipment manufacturing enterprises, which helps the development of China's nuclear power industry.
