中文摘要：	2019年1月17日，习近平总书记视察天津港集团公司时留下了要把天津港建设好的嘱托，并强调经济要发展，国家要强大，交通特别是海运首先要强起来。要志在万里，努力打造世界一流的智慧港口、绿色港口，要更好服务京津冀协同发展和共建“一带一路”。这对天津港集团公司而言，是一个巨大的战略机遇。在如此巨大的政治红利下，如何更好地融入“一带一路”，从而解决前任领导人违法违纪、安全环保压力、码头升级进展相对缓慢等问题导致的生产经营指标下降，大力推进政治示范港口、绿色港口、智慧港口、枢纽港口建设，即为本文写作的主要目的。 本文先通过对“一带一路”、国有企业发展战略和港口战略相关理论研究，再通过分析天津港集团公司发展现状以及与“一带一路”的关系，提出本文需要解决的问题。通过PEST分析法，研究分析天津港集团公司当前所面临的外部环境。从人力资源、有形资产、无形资产、企业能力等维度为切入点分析天津港集团公司当前所面临的内部环境。再通过波特五力竞争模型研究行业分析，采用SWOT分析法，得出当前天津港集团公司存在的优势、劣势以及所面临的机遇与威胁，进而列出SWOT分析矩阵。以此为基础，从政治建设、绿色发展、智慧引领、枢纽统筹等几个方面进行动因分析，从而设计出天津港集团公司在“一带一路”下的港口发展战略规划。进而得出天津港集团公司的发展战略目标是建设世界一流的国际营运集团。根据这一发展战略目标，提出了天津港集团公司在“一带一路”下的港口发展战略实施方案，结合“一带一路”建设，拓展国际港港、港航合作，推进与周边港口的跨区域合作，实现港口转型升级，进一步加强企业经营管理人才、专业技术人才、高技能人才以及特殊领域紧缺人才的培养和引进，提升企业的品牌效应等措施来确保天津港集团公司港口发展战略目标的实现。
英文摘要：	On January 17, 2019, General Secretary Xi Jinping enjoined us to get Tianjin Port built during his inspection there. He stressed that transportation, especially the maritime transportation, must be enhanced first in order to develop the economy and to strengthen the country. He also attached great importance to strive to build a world-class smart and green port, to better serve the coordinated development of Beijing-Tianjin-Hebei region and to jointly carry out the Belt and Road Initiative. That is a huge strategic opportunity for Tianjin Port (Group)Co., Ltd (short for TPG). This thesis is mainly aimed at how TPG integrate themselves into the Belt and Road Initiative better to solve the decline of production and operation indexes caused by previous leaders' violation of laws and regulations, pressure on safety and environmental protection, and relatively slow progress in port upgrading. Therefore, we should vigorously promote the development of political demonstration, green, smart and hub ports. This thesis has first researched on the Belt and Road Initiative, he state owned enterprise development strategy and port strategy theory. Then it has introduced the development status quo of TPG and the significance for TPG to be integrated into the strategic layout of the Initiative. After that it puts forward the problems that need to be solved. The current external environment faced by TPG has been studied and analyzed by PEST analysis method. Then, the current internal environment faced by TPG has been analyzed from perspectives of human resources, tangible assets, intangible assets, enterprise capabilities and other dimensions. Besides, the Porter's five forces competition model method has researched Industry analysis and the SWOT analysis method has been adopted to find out current strengths, weaknesses, opportunities and challenges of TPG and then to list the SWOT analysis matrix of TPG. On this basis, the strategic development planning for TPG under the background of the Belt and Road Initiative has been analyzed in terms of political construction, green development, intelligent stewardship, hub coordination etc. Thus, the strategic development objective of TPG has been concluded to build a world-class international operation group. According to this objective, the implementation plan for TPG’s development strategy under the background of the Belt and Road Initiative has been put forward. In line with this Initiative, TPG will realize the port transformation and upgrading by expanding its cooperation with international ports and shipping companies and facilitating the cross-regional cooperation with neighboring ports; besides, TPG will further strengthen the cultivation and introduction of business management talents, professional and technical personnel, high-skilled talents and talents in short supply in special fields, enhance the brand effect of enterprises and take other actions to ensure the realization of its strategic development objective.
