中文摘要: | 人民银行作为我国唯一的中央银行,在经历成立初期机构职责调整后,成为中国金融业监管主力。进入新时期,党的十九届三中全会通过了《中共中央关于深化党和国家机构改革的决定》、《深化党和国家机构改革方案》和第十三届全国人民代表大会第一次会议批准的《国务院机构改革方案》,中国金融业监管体制从“一行三会”调整为“一委一行两会”,监管体制调整背景下,人民银行监管也面临着精准化、系统化、制度化的转变。人民银行BH中心支行作为基层央行,是中国金融业监管体系的最末端,是贯彻落实金融宏观调控政策,防范化解系统性风险,优化金融服务管理的执行者,并在推动地方区域经济金融发展中起到至关重要作用。但是,随着金融体制改革的不断深入和金融市场环境的不断变化,基层央行在履职过程中面临着困境不断增多,如何保持长久的发展,高效完成履职成为急需解决的问题。 作为非竞争单位,人民银行BH中心支行战略目标为广义的持续竞争优势,即取得长远持久发展,通过战略资源识别和开发,可以经一步促进人民银行BH中心支行能够在复杂履职环境中,识别开发满足未来发展需要的战略资源。本文首先通过对基于资源的理论回顾,结合人民银行BH中心支行业务现状和面临的内外部环境变化,指出人民银行BH中心支行目前并没有对其资源进行有效的开发,导致业务的开展往往效果不佳,履职效果不明显。本文认为对非竞争单位的人民银行BH中心支行的战略资源应该同时具有有价值的、难以开发的和不可替代的这三种属性,并据此对人民银行BH中心支行战略资源进行识别和开发,最后,本文结合履职职能指出战略资源运用,同时提出从决策保护和制度保护两方面开展战略资源的保护。 通过本文的分析和探索,希望有助于人民银行BH中心支行聚焦未来履职需要,通过战略资源的提升,在落实宏观货币政策方面、落实金融稳定方面和落实金融服务方面的战略资源的运用,从而提升人民银行BH中心支行综合履职成效,在面对日益复杂的经济金融市场,进一步取得长久持续的发展。 | |
英文摘要: | As the only central bank in China, the People's Bank of China (PBC) has become the main force in the supervision of China's financial industry after the adjustment of its responsibilities in the early days of its establishment. Entered the new period, the third plenary session of the 19 passed "the central committee of the communist party of China about the decision of the deepening the reform of the party and state institutions", "deepening the reform of the party and state institutions plan" and the thirteenth session of the first meeting of the National People's Congress approved the "law of institution reform of the State Council, China's financial industry regulatory regime change, under the background of regulation system to adjust, the regulation of the people's bank is faced with accurate, systematic and institutional change. BH central sub-branch of the people's bank of the central bank at the grassroots level is the end of the financial industry regulatory system in China, is the implementation of the financial macro-control policies, prevent address systemic risks, optimize the financial service management practitioners, and in promoting the local play a crucial role in regional economic and financial development. However, with the deepening of the financial system reform and the continuous changes in the financial market environment, the grassroots central Banks are facing increasing difficulties in the process of performing their duties. How to maintain long-term development and efficiently fulfill their duties has become an urgent problem to be solved. As a non-competitive agency, BH Central Sub-branch of People's Bank of China has a strategic goal to sustain competitive advantages for its sustainable development, thus enabling itself in the complicated performance environment to identify and exploit all the strategic resources needed for future development. In view of the basic theory on resource, the business status and internal/external environmental changes of BH Central Sub-branch of People's Bank of China, this thesis analyzes the ways for the Branch to identify and exploit its strategic resources to come in future. This thesis is designed to help BH Central Sub-branch of People's Bank of China enhance its overall performance by improving strategic resources in light of future requirements, In the implementation of macroeconomic policy, implementation of financial stability and implementation of the use of strategic resources in financial services ,so as to achieve sustainable development in the increasingly complicated economic, financial markets. | |
