| 中文摘要: | 本文运用对外直接投资(OFDI)相关理论成果进行系统总结,以获得相关知识和经验,在文献综述方面,从理论概念、起源、发展、现状这四个方面回顾OFDI理论,尤其是梳理近年来对中国国有企业的OFDI理论研究。本文对国有企业OFDI发展历程及现状进行分析,运用SWOT方法分析当下国内外竞争环境,以及国有企业自身的优势劣势,列出战略选择矩阵。进一步分析国有企业与员工、当地社区、东道国政府等利益相关者的关系,从业务选择、资本形式、区域焦点、战略联盟四个方面讨论影响国有企业海外投资策略选择的各项因素,进而归纳总结出国有企业OFDI过程中策略选择的框架。进一步提出国有企业在OFDI过程中的保障措施,例如通过尽职调查,建立风险防控体系,重视合作伙伴等方式加强海外项目风险管理;打造一支国际化专业人才队伍,注重海外常驻中方员工身心健康,保障东道国员工利益;履行好对东道国的社会责任,提高企业文化融合度等。目前疫情常态化时期,国有企业在产业集群化管理,企业社会责任及保证职工利益等方面优势进一步凸显,国有企业需要进一步总结海外投资经验,保证项目向高质量发展,在长期形成竞争优势。 在案例分析中以ZABC集团资源开发主业为研究对象,分析其经营现状及存在问题,总结出ZABC集团在OFDI过程取得一定进展但与国际一流企业在核心竞争力方面仍存在差距的原因,并提出有针对性的建议。通过政治、经济、社会等角度对该集团在中南部非洲和亚洲地区重点投资国家,即赞比亚、刚果(金)、蒙古国和印度尼西亚四国进行横向比较,总结出ZABC集团海外投资宏观环境。按照ZABC集团在亚非区域的投资策略选择证实了国有企业OFDI投资策略选择框架。 | |
| 英文摘要: | This paper systematically summarizes the theoretical achievements of OFDI to obtain relevant knowledge and experience. In terms of literature review, it reviews OFDI theory from four aspects: theoretical concept, origin, development and current situation, especially the theoretical research on OFDI of China's state-owned enterprises (SOEs) in recent years. This paper analyzes the development process and current situation of OFDI of the SOEs, analyzes the current competitive environment at home and abroad, as well as the advantages and disadvantages of the SOEs, and lists the strategic choice matrix. This paper further analyzes the relationship between the SOEs and their employees, local communities, host governments and other stakeholders, discusses the factors influencing the SOEs' overseas investment strategy selection from four aspects of business choice, capital form, regional focus and strategic alliance, and then summarizes the framework of strategic choice in the process of OFDI of the SOEs. Furthermore, it puts forward the safeguard measures and relevant suggestions for the SOEs in the process of OFDI, such as strengthening the risk management of overseas projects by means of due diligence, establishing risk prevention and control system, attaching importance to partners, building an international professional team, paying attention to the physical and mental health of overseas resident Chinese staff, protecting the interests of the host country staff, and fulfilling the social responsibility to the host country High integration of corporate culture. At present, the advantages of the SOEs in industrial cluster management, corporate social responsibility and ensuring the interests of employees are further highlighted in the period of normalization of the epidemic. The SOEs need to further summarize the experience of overseas investment, ensure the high-quality development of projects, and form a competitive advantage in the long-term. In the case study, ZABC group's main business of resource development is taken as the research object to analyze its operation status and existing problems. The paper summarizes the reasons why ZABC group has made some progress in OFDI process, but still has a gap with the international first-class enterprises in terms of core competitiveness and puts forward targeted suggestions. Through political, economic, social and other perspectives, this paper makes a horizontal comparison of the group's key investment countries in central and southern Africa and Asia, namely Zambia, Congo (DRC), Mongolia and Indonesia, and summarizes the macro environment of ZABC group's overseas investment. According to ZABC group's investment strategy choice in Asia and Africa, the framework of OFDI investment strategy selection of state-owned enterprises is confirmed. | |
