中文摘要：	摘要 随着云计算时代的来临和国家支持政府职能从管理型向服务型的转变，建设政务云已经成为各地各级政府的主要诉求，各级政府主要采用向企业购买服务的方式实现政务云的上线，采购以签订框架协议加年度订单的方式进行。此种商业模式决定了政务云交付组织结构和交付流程需要最终以满足客户的主要诉求为目标。随着政府客户对政务云的服务能力要求越来越高，在短时间内、提供高质量的服务日益成为大部分客户的强烈诉求，尤其在激烈竞争的市场中，能够快速上线也能体现出各个厂商综合竞争实力。但是，目前各个企业的组织结构和交付流程相对固定，调整速度较慢，不能及时匹配客户要求的服务提供速度，导致出现交付周期延长、交付质量不高、客户满意度低等问题。如何对组织结构和交付流程管理优化设计，能够持续为政务云客户提供优质服务是本文研究的主要问题，本文以政务云供应商F公司为例，对政务云交付过程中的组织结构和流程管理优化提出了可实践的操作，可引起相关从业者的思考。 本文运用美国项目管理协会PMI的项目管理理论，对F公司政务云交付的现状，交付组织结构和交付流程的问题进行梳理，按照商业模式决定交付方式，进而决定项目交付的组织结构和交付流程的逻辑进行详细分析，利用文献分析法、案例研究法对F公司政务云交付过程中出现的组织结构和交付管理流程出现的问题，提出了符合其自身发展实际情况的管理优化设计策略，对于管理优化设计策略的实施提出了具体措施，确保优化设计策略能够执行，利用项目评价理论的项目后评价对比分析法对优化设计实施前后的项目关键指标进行了比较，从而得出管理优化设计策略的实施结论。 本文从理论研究和案例研究两方面，研究了政务云交付组织与流程管理优化的内容，提出了优化设计评价的思路和方法，为进一步政务云交付项目管理的研究提供了参考与探索，为政务云交付持续优化提供了一种解决思路。
英文摘要：	Abstract With the advent of cloud computing and the national support "from the functional change of the government to a service-oriented government" policy of dense, construction of government affairs at all levels of government around the cloud has become the main appeal, all levels of government mainly adopt the way of purchasing service to the enterprises realize government cloud online, purchase framework agreement plus annual order way. This business model determines the organizational structure and delivery process of government cloud delivery, which ultimately aims to meet the main demands of customers. AS government customers have higher and higher demands for the service capability of government cloud platform, providing high-quality services in a short period of time has increasingly become a strong demand of most customers. Especially in the fiercely competitive market, being able to go online quickly can also reflect the comprehensive competitive strength of various manufacturers. However, at present, the organizational structure and delivery process of each enterprise are relatively fixed, the adjustment speed is slow, and the service delivery speed required by customers cannot be timely matched, leading to the problems of extended delivery cycle, poor delivery quality and low customer satisfaction. How to optimization design of the management of organizational structure and delivery process, government affairs cloud customers can continue to provide quality service is the main problem, this thesis studies based on e-government cloud providers F company as an example, the government affairs cloud delivery organization structure and process management in the process of optimization is proposed to practical operation, can cause the relevant practitioners thinking. This thesis uses the project management institute PMI project management theory, The status quo, organizational structure and delivery process of F company's government affairs cloud delivery are sorted out, decided to delivery in accordance with the commercial mode, to determine the organizational structure of project delivery and delivery process logic analysis in detail, using literature analysis, case method to F government cloud appeared in the process of delivery of the organizational structure and delivery problem in the management process, put forward in accordance with its own management optimization strategy for the development of the actual situation, the implementation of the optimization design for management strategy guarantee measures are put forward, to ensure that can perform optimization design strategy. The thesis compares the key indexes of the project before and after the implementation of the optimization strategy by using the comparative analysis of the post-evaluation of the project evaluation theory, and draws the conclusion of the implementation of the management optimization design strategy. This thesis studies the optimization content of government cloud delivery project management from two aspects of theoretical research and case study, puts forward the thinking and method of optimization scheme evaluation, provides a reference and exploration for further research on government cloud delivery project management, and provides a solution for the continuous optimization of government cloud delivery.
