中文摘要：	工程设计工作是工程建设“先勘察，后设计，再施工”的中间环节，更是极为重要的建设过程，工程设计质量如果控制得当，那在整个工程项目的良好有序开展打下了良好的基础。民用建筑作为工程项目中最普遍，最重要的，设计质量绝不是只要守住底线即可，更重要的是能够满足“人民对美好生活的向往”的好的设计。因此，找出更加具有科学性、合理性、适应性的评价方法，尽其所能地确保评价结果的置信度，为工程设计质量提升，更好地做好民用建筑建设工作提供方向指导和依据。 京津冀地区的概念由首都经济圈发展而来，包括北京、天津两大直辖市和河北省，是我国北方经济规模最大、最具活力的地区。其发展目标中“不断提升人民生活质量，努力打造和谐宜居的现代化城市”等内容均体现了城市建设中对“民生”的关注度。受“京津冀一体化”的政策影响，京津冀地区通过成立设计联盟等形式，在工程设计要求、管理等方面形成了基本统一的模式和标准，相较于全国设计行业地方主义来说更易各项政策标准等统一推广。 针对设计质量进行评价，我国已有应用的设计质量评价体系一是不够科学，主观性强。二是许多指标依然没能够实现量化考评或标准值确定不够科学。针对于此，在国内外行业中对于设计管理和质量管理的研究成果基础之上，构建出一套基于质量管理基础理论的设计质量评价指标体系，并通过行业代表企业数据对具体指标的标准值进行确定，从而构建出实用性较强的设计质量评价指标体系，专门应用于京津冀地区的民用建筑设计质量评价。
英文摘要：	Engineering design work is the intermediate link of engineering construction "survey first, design later, and then construction", and it is also an extremely important construction process. If the engineering design quality is properly controlled, it lays a good foundation for the orderly development of the whole engineering project. As the most common and important engineering project, the design quality of civil architecture is not only to keep the bottom line, but more importantly to meet the "people's yearning for a better life" of good design. Therefore, a more scientific, rational and adaptive evaluation method should be found to ensure the confidence of the evaluation results to the best of its ability, so as to provide direction guidance and basis for the improvement of engineering design quality and the better construction of civil buildings. The concept of Beijing-Tianjin-Hebei region is developed from the capital economic circle, including Beijing and Tianjin and Hebei Province. It is the largest and most dynamic region in north China. Its development goals, such as "continuously improving the quality of people's life and striving to build a harmonious and livable modern city", reflect the attention paid to "people's livelihood" in urban construction. Influenced by the policy of "Beijing-Tianjin-Hebei Integration", the Beijing-Tianjin-Hebei region has formed a basically unified model and standard in terms of engineering design requirements and management through the establishment of design alliances and other forms. Compared with the regionalism of the national design industry, it is easier to promote unified policies and standards. Aiming at the evaluation of design quality, the existing design quality evaluation system in China is not scientific and subjective. Secondly, many indicators still fail to achieve quantitative evaluation or the determination of standard values is not scientific enough. For, in the industry at home and abroad for the design of management and quality management based on research results, based on the basic theories of quality management is a set of design quality evaluation index system, and through the industry on behalf of the enterprise data to determine specific indicators of standard values, so as to build a practical design quality evaluation index system, specially used in civil construction design quality evaluation of the Beijing-Tianjin-Hebei region.
