| 中文摘要: | 土地一级开发是随着中国经济的快速发展和城市化进程的加快,为了调控土地市场、推动集约节约用地、落实规划、保障民生用地等产生的一种土地储备方式,是相对于房地产二级开发而言的。企业在参与土地一级开发的过程中,要承担各式各样的风险,如政策风险、法律风险、财务风险、社会风险等。风险管理一旦失控将导致完全不同的结果。因此研究企业土地一级开发项目的风险识别及应对策略,能够保证企业争取最大的风险回报及最低的资产损失。 由于土地一级开发项目本身的复杂性特点,本文首先梳理了土地一级开发相关概念、特点及运作模式,对土地一级开发项目全生命周期进行了阶段划分;然后对项目风险识别及应对策略相关理论进行了阐述;对土地一级开发企业风险管理研究方面的内容进行了回顾。 在对土地一级开发项目已有的风险管理研究的基础上,本文以天津SC企业武清土地一级开发项目作为研究对象,首先对项目基本情况以及企业风险管理现状进行了简要的介绍,对项目进行了工作任务分解,将武清土地一级开发项目生命周期分为前期论证、投资开发、清算退出三个阶段,指出武清土地一级开发项目存在项目生命周期风险识别不够全面以及没有相应的应对措施的风险管理问题;然后针对武清土地一级开发项目生命周期的三个阶段,依次采用头脑风暴法、专家访谈法进行了风险识别及分析;采用专家评分法对风险进行了评估,并最终通过风险坐标图确定了风险等级,识别出了投资测算风险、开发主体授权风险及财务风险三个I类风险;最后,在风险评估的基础上,提出了相应的风险应对策略和措施,并对I类风险进行了重点阐述。 本文通过对天津SC企业武清土地一级开发项目的风险识别和管控开展研究,以期能对天津SC企业武清土地一级开发项目的风险管理提供一些帮助,从而实现投资科学化、风险最小化,同时也希望能为其他地区的土地一级开发项目提供借鉴和参考价值。 | |
| 英文摘要: | With the rapid development of China's economy and the acceleration of urbanization process, the first-level land development is a kind of land reserve mode produced in order to regulate the land market, promote the intensive and economical use of land, implement the planning, and guarantee the land for people's livelihood. It is relative to the secondary development of real estate. In the process of participating in first-level land development, enterprises should bear various risks, such as policy risk, legal risk, financial risk and social risk. Once risk management is out of control, it will lead to totally different results. Therefore, the research on the risk identification and response strategies of enterprise first-level land development projects can ensure that enterprises strive for the maximum risk return and the lowest asset loss. Due to the complexity of the first-level land development project itself, this thesis first combs the related concepts, characteristics and operation mode of the first-level land development project, and divides the whole life cycle of the first-level land development project. Then, it expounds the theory of project risk identification and response strategies, and reviews the research contents of risk management of first-level land development enterprises. On the basis of the existing risk management research of first-level land development project, this thesis takes Tianjin SC enterprise Wuqing first-level land development project as the research object. First of all, it briefly introduces the basic situation of the project and the current situation of enterprise risk management, decomposes the work tasks of the project, and divides the life cycle of the first-level land development project in Wuqing into three stages: preliminary demonstration, investment and development, liquidation and withdrawal, and points out that there are some problems in risk management of Wuqing first-level land development project, such as incomplete identification of project life cycle risk and lack of corresponding countermeasures. Then, according to the three stages of Wuqing first-level land development project life cycle, it uses brainstorming method and expert interview method to identify and analyze the risk, uses the expert scoring method to evaluate the risk, and finally determines the risk level through the risk coordinate chart, and identifies three type Ⅰ risks: Investment measurement risk, development subject authorization risk and financial risk. Finally, on the basis of risk assessment, it puts forward the corresponding risk coping strategies and measures, and focuses on type Ⅰ risk. This thesis studies the risk identification and management of Tianjin SC enterprise Wuqing first-level land development project, in order to provide some help for the risk management of Tianjin SC enterprise Wuqing first-level land development project, so as to achieve scientific investment and risk minimization. At the same time, it also hopes to provide reference and reference value for first-level land development projects in other regions. | |
