中文摘要：	绿色金融已成为我国构建生态文明发展绿色经济的重要组成部分。国有金融资本是国家金融体系的主体，在深化金融改革，实施绿色经济，服务实体经济，防范金融风险中发挥核心作用。CO公司是我国国有金融资本的代表，本文系统分析CO公司实施绿色金融的必要性及其战略意义与价值，在此基础上探讨适合CO公司的绿色金融发展战略，助推CO公司的战略发展。在介绍战略环境分析基本方法的基础上，运用SWOT分析法对CO公司的战略环境进行分析。综合优势、劣势、机会和威胁，分析公司的增长型、多元化、扭转型和防御型战略。在综合分析的基础上，提出公司的战略选择。阐述CO公司的战略选择，包括总体战略目标和定位、以及绿色投资、绿色保险和评级、绿色资管、绿色数字金融的差异化战略选择。最后从公司治理、企业文化和社会责任、风险管理和内控方面，具体阐述如何实施绿色金融战略。本研究的主要结论如下：面对复杂的外部形势、变革的监管要求和急迫的转型需要，绿色金融可以成为新时期CO公司的差异化战略选择。CO公司的绿色金融战略应致力于实现企业层面、行业层面和社会层面的多层次复合目标。绿色投资、绿色保险战略的设计目标应以促进环保产业发展、资源的高效利用、低碳发展和负责任投资为主。绿色投资战略设计应围绕环境风险暴露、负面环境监管、正视绿色绩效和环境信息披露展开。绿色保险的机制设计可区分为以环境风险事故为代表的负面影响、保护环境和绿色资产为代表的正面影响、激励环保决策提高资源的高效利用多方面。绿色资管战略应着眼于引领行业共建生态圈、创新资产管理和处置方式、创新技术升级方面展开。而数字金融是自下而上的一种有效手段助力绿色金融的实现，也是实施普惠金融的有效方式。绿色金融战略依靠从治理到管理到内控的全方位实施。
英文摘要：	Green finance has become an important part of building ecological civilization and developing green economy in China.As the main body of the national financial system, state-owned financial capital plays a central role in deepening financial reform, implementing green economy, serving the real economy and preventing financial risks.CO Company is the representative of China's state-owned financial capital. This thesis systematically analyzed the necessity and strategic significance and value of the implementation of green finance in CO Company, and discussed the green finance development strategy suitable for COCompany, so as to boost the strategic development of COCompany. On the basis of introducing the basic method of strategic environment analysis, SWOT analysis method was used to analyze the strategic environment of CO Company. Then it was combined strengths, weaknesses, opportunities and threats to analyze the company's growth, diversification, turnaround and defensive strategies.On the basis of comprehensive analysis, the strategic choice of the company was put forward.The strategic choice of CO Company was elaborated, including the overall strategic objective and positioning, as well as the differentiated strategic choice of green investment, green insurance and rating, green capital management and green digital finance.Finally, from the aspects of corporate governance, corporate culture and social responsibility, risk management and internal control, this thesis elaborated how to implement the green finance strategy. The main conclusions of this study was as follows: In the face of the complex external situation, the regulatory requirements of reform and the urgent need for transformation, green finance could become the differentiation strategic choice of CO Company in the new era.The green finance strategy of CO Company should be committed to realize the multi-level compound goals of enterprise level, industry level and society level.The design objectives of green investment and green insurance strategy should be to promote the development of environmental protection industry, efficient use of resources, low-carbon development and responsible investment.The design of green investment strategy should focus on environmental risk exposure, negative environmental regulation, green performance and environmental information disclosure.The mechanism design of green insurance can be divided into the negative effects represented by environmental risk accidents, the positive effects represented by environmental protection and green assets, and the incentives for environmental protection decisions to improve the efficient use of resources.The strategy of green capital management should focus on leading the industry to co-build the ecosystem, innovating the way of asset management and disposal, and upgrading innovative technologies.Digital finance was an effective means from the bottom up to help the realization of green finance and an effective way to implement inclusive finance.The green finance strategy relied on the comprehensive implementation from governance to management and internal control.
