中文摘要:港口是社会经济的重要组成部分,是社会物流系统的重要节点,为社会经济活动提供支持,同时港口业本身也创造价值,是国民经济的组成部分。提升自身能力水平,实现高质量发展是每一个港口的建设方向。 评价一个港口能力水平需要一套合理的绩效体系进行衡量,在当今全球港口趋向自动化发展进程中,原基于传统港口的绩效评价体系在指标设立、评价方法、模型运用等方面均发生变化,已经不能全面反应港口现实能力,迫切需要以自动化港口为研究样本,通过建立科学的绩效评价体系,准确反映港口自身发展水平,促进提质增效。 针对这一问题,本文通过对国内外港口行业绩效评价体系研究的理论渊源及演进过程进行对比分析,针对主流港口绩效评价体系中不符合当下自动化发展趋势存在的不足与问题,提出构建新的评价体系所遵循的原则与指标。本文创新的提出以港口中自动化集装箱码头作为指标选取样本,以其顺应标准化、规范化、国际化的全球通用特点,选取了3项一级指标、10项二级指标、24项三级指标,构建一套新的绩效评价体系,并依据自动化港口发展趋势特点,分配指标的权重设计,综合运用加权合成方法对绩效情况进行量化计算得出绩效评价结果。 而后将绩效评价体系应用到T港自动化集装箱码头,一个由传统港口模式下集装箱码头改造而成的自动化码头,通过分析其现在存在问题,通过运用新的指标体系加以解决。本文的后面部分尝试将新的港口绩效评价体系复制应用到港口不同要素的评价场景,并围绕传统港口改造自动化港口的论证依据、基于BI(商业智能)分析等几方面进行进一步探讨。 
英文摘要:Port is an important part of social economy and an important node of social logistics system. It provides support for social and economic activities. Meanwhile, port industry itself also creates value and is an integral part of national economy. It is the construction direction of every port to enhance its own capacity level and realize high-quality development. Evaluate the ability of a port levels requires a set of reasonable system of performance measurement, in today's global port automation in the process of development, the original performance evaluation system based on the traditional port in index, evaluation method, the model using the change, can no longer be practical ability in the reaction port, urgent need in an automated port as the research sample, through the establishment of scientific performance evaluation system, accurately reflect the port development level, promote the mass transfer efficiency. To solve this problem, this paper makes a comparative analysis of the theoretical origin and evolution of the port industry performance evaluation system research at home and abroad, and proposes the principles and indicators to be followed in the construction of a new evaluation system in view of the deficiencies and problems existing in the mainstream port performance evaluation system that does not conform to the current trend of automation development. In this paper, the innovation is put forward to automated container terminal in the port as the index selection sample, with its complying with the universal characteristic of standardization, standardization and internationalization, selected the 3 measures of level 1, 10 measures of level 2, 24 measures of level 3, constructing a new performance evaluation system, and on the basis of automation port development trend, allocation of index weight design, integrated with weighted synthesis method to quantify the performance of the performance evaluation results is calculated. Then, the performance evaluation system is applied to the automated container terminal of Port T, which is transformed from a container terminal under the traditional port mode. Through analyzing its existing problems, the new index system is used to solve the problems. The latter part of this paper attempts to replicate the new port performance evaluation system and apply it to the evaluation scenarios of different port elements, and further discusses the demonstration basis and BI (business intelligence) based analysis of the traditional port transformation automation port.
