中文摘要:经济全球化和世界范围内的竞争要求我国国有企业必须加强自身建设以应对各种复杂多变的世界经济形势。随着我国社会主义市场经济的飞速发展,我国国有企业业绩评价体系处于不断发展和完善的过程中。但我国国有企业管理的现状并不乐观,在严峻的形势下,国有企业大多缺乏系统的业绩管理体系,这一薄弱环节也越来越多地被人们所认识,传统的业绩考核显然已不能适应企业和社会发展的需要。 随着市场经济的不断发展和政府职能的转变,这种问题已严重影响到了诸如衡量企业优劣、考核企业经营者以及对企业经营者进行激励约束等工作。所以,国有企业建立适应企业发展需要的业绩管理体系就成了一个我们必须重新考虑的课题。 本文以我国国有企业集团ABC公司建立业绩管理体系问题为研究对象,介绍了基于平衡记分卡的业绩管理思想,并通过研究论证,结合与战略目标为导向的特征,建立一套体系完整、可操作性强、具有一定行业普适性的业绩管理体系。  
英文摘要:The economic globalization and the worldwide competition demand our state-owned enterprises must enhance self-construction so as to deal with the complicated and changeful world economy. With the development of market economy, though the systematical performance management of state-owned enterprises become improvement and mature step by step, the situation is serious under the marketing competition. There is a lack of systematical performance management in a majority of state-owned enterprises, which is an unsubstantial part of the enterprise management known by more and more people. It is obvious that the traditional performance appraisal cannot meet with the requirements of the developments of the enterprises and the society. Following the development of the market economy and the conversion of the government function, the question have been seriously affect some work, such as measure stand or fall of the enterprises, evaluating the enterpriser and inspiring the enterpriser and so on. So it is necessary for us to reconsider the building of performance management system in state-owned enterprises. This paper studies on the building of performance management system Based on BSC in a state-owned enterprise-ABC .It shows the procedure and approaches of the BSC based performance management system。This paper passes the research argument, combining with the strategic target for the characteristic of the direction, setting up a set of system an integrity, the maneuverability is strong and have the results of the certain profession adaptability management system。
