中文摘要：	我国从建国以来就担负着国家办教育的重任，但是随着经济的快速发展，市场对高素质人才需求的增加，政府的教育供给远远不能满足社会的要求。正是在这种高等教育资源十分紧缺和人们对大学的迫切需求背景下，我国出台了一系列教育政策鼓励和引导，使我国民办高等院校迅速发展起来，取得骄人的成绩，民办高等院校担负了高等教育扩招及大众化的重任，成为我国高等教育系统的重要组成部分。但是民办高等院校在取得可喜成绩的同时，在其自身发展过程中也面临诸多问题，其中最为突出的就是经费短缺问题。如果学校办学经费投入不足就会直接影响办学质量，办学质量下降又会导致生源不足，没有了学生学校也就不存在了。因此，要想使民办高等院校持续发展，关键问题在于解决“资金瓶颈”问题。如何解决这一问题也就成了摆在民办高等院校面前最迫切的任务，这也正是本文研究民办高等院校筹资问题的出发点和归宿点。 本文按照从理论到实践的逻辑思路，一开始就对民办高等院校的概念进行界定，并简单介绍了我国民办高等院校的发展过程。然后介绍了与民办高等院校筹资问题相关的筹资理论，人力资本理论以及教育成本与教育成本分担理论。接着从国家政策和市场两个角度介绍了我国民办高等院校的筹资现状，并对当前民办高等院校筹资所面临的问题进行分析。在这个基础上，对民办高等院校筹资设计的思想并构建我国民办高等院校筹资方式。然后结合案例具体阐述了股份制筹资模式和校企联姻筹资模式，接着提出从国家政策、市场环境两个方面完善我国民办高等院校的筹资问题。
英文摘要：	Our country respond higher-education for a long time, our country has implemented policy of higher education which magnify the scale of recruitment, and brought bright development opportunity for China’ private higher education. The private higher education institution has became an important part of China’ higher education system. But at present, under-capitalization of higher education, especially private higher education, has become the bottleneck restraining the development of China’s higher education. That is, if we want to keep a sustained development of the private higher education institution, the key problem is to solve “the fund bottleneck” question. Then, how to solve the problem has become the most urgent duty suspended in front of the private higher education institution. This is also the starting point and resenting point of the private higher education institution fund raising question which this article studies. Logically from theory to practice, this paper minutely analyzes theories related to higher education financing, defines intension of higher education financing, properties of higher education products and duality of higher education, on basis of which it analyzes motive of non-government funded institutions of higher learning's capitalized financing at the beginning. Meanwhile, it indicates main reasons obstructing the development of private higher learning are financing issues. Based on these, this paper proves academic feasibility and necessity of both diversification of financing channels and innovation of financing methods of non-government funded higher education. In the third place, combing the actual situation of China's non-government funded institutions of higher learning, it brings forward several feasible financing channels and methods for private of higher education At last has talked about the civilian-run our country institute financing problem's combining with case being put into effect and being improving and perfecting.
