中文摘要：	面对日趋激烈的市场竞争环境，为了优化供应链运作，核心企业需要高效率地操作从采购原材料开始到满足终端顾客的全部过程，进而将高性价比的产品及时准确送到消费者手上。作为供应链管理过程中的主导力量，采购在企业经营活动中的地位和作用变得日趋重要，高效的采购管理不仅可以增加企业的竞争优势，而且可以成为企业的利润源泉。 FT牧场是隶属于FT集团大中华区乳品原料事业部的外商独资公司，主要经营牛奶生鲜乳的生产和销售。本文以FT牧场为研究对象，通过文献分析法、专家访谈法和案例分析法三种研究方法对其采购管理的现状及存在的问题进行分析并给出优化设计方案。首先，本文描述了FT牧场采购管理在采购流程、采购成本、供应商关系与供应商绩效管理四个方面的现状；其次，本文分析出FT牧场采购管理存在采购流程复杂信息化程度低、采购成本管理偏重价格控制、供应商关系管理方法不规范和供应商绩效考核指标方法不全面四个方面的问题；再次，本文从ESIA法构建信息化高效采购流程、TCM法全面采购成本管理、Kraljic卡拉杰克矩阵差异化管理供应商关系和AHP层次分析法系统考核供应商绩效四个方面提出优化设计方案；最后，本文提出了优化方案的实施还需要通过FT牧场高层管理团队的重视、各职能部门的协调、采购工作监督力度的加大、采购管理制度的完善、职业化采购团队的建立以及采购员市场信息分析能力的强化六个方面予以保障。 通过本文研究可知，FT牧场需要在基于供应链管理环境下优化现有的采购流程、采购成本、供应商关系和供应商绩效，以满足FT集团高层管理者对牧场战略复核提出的“开源节流、降本增效”的总目标。本文希望在分析和解决FT牧场采购管理工作的同时也能为同行企业带来有益参考借鉴。
英文摘要：	Given the backdrop of growing market competition and to optimize supply chain, relevant enterprise is expected to bear in mind that the whole process from purchasing raw materials to meeting consumers’ needs shall be conducted in an effective fashion so that ultimate products with higher cost performance can be delivered to final users timely and economically. To some extent, procurement navigates supply management as its increasingly important role played in an enterprise’s daily operation. Procurement is aimed at ensuring timely supply by purchasing physical materials or invisible service under a series of management activities such as planning, organization, coordination and control. It is fair to say that effective procurement management means enhancing an enterprise’s competitive advantage. It also can be defined as a way of creating wealth. Run by raw milk sales, Farm FT is a foreign-oriented company which belongs to Farm Unit of Ingredient Division of FT Group. Built on the research methods of document analysis, expert interview and case analysis, the thesis analyses Farm FT’s purchasing management status and its existing issues and then suggested scenarios are followed. First, the thesis introduces current management status demonstrated in purchasing procedures, cost management, supplier relationship management and supplier performance management areas. Then, the thesis identifies causes underlined, namely, complex and immature purchasing processes, price-oriented cost management model, non-standardized supplier management relationship and incomplete KPI index. Next, the thesis provides suggested scenarios which include ESIA method to simplify procurement processes, TCM method to purchase items based on comprehensive factors, Kraljic model to differentiate suppliers and AHP model to appraise KPI. At the same time, the thesis also introduces follow-up steps given the proposed scenarios which consist of concrete plans and key focuses. At last, offered schemes are guaranteed by different angles. Leading team’s full support is of great importance to the implementation of the proposed plans. Cross-functional communication and coordination pave the way for open talks. Procurement acts must be supervised under the improved framework of purchasing management. Professional ethics lays the foundation for a qualified staff whose professional skills can be consolidated by enhanced market information analysis ability. Farm FT is researched on the aspects of purchasing process management, purchasing cost management, supplier relationship management and supplier performance management under the context of supply chain oriented. It suits FT Group’s overall requirements for Farm FT Strategy Review, that is , to adopt an idea of expanding revenues, reducing costs and enhancing operation effectiveness. The thesis is expected to bring some tangible benefits to Farm FT. It is also hoped that relevant peer companies could refer to it if needed.
