| 中文摘要: | 政府投资是国家干预经济和进行直接经济活动的重要手段之一,必须建立和完善我国政府投资项目管理的模式和方法,以适应市场经济的运行机制。传统的政府投资建设工程项目管理模式虽然在我国计划经济时期中发挥过巨大作用,但随着我国市场经济的确立和改革的不断深入,传统模式已不能适应新的经济环境,产生了很多问题。特别是指挥部、基建办等“临时性、自营性”的管理方式,基本上只有一次性教训形不成二次经验,从而造成社会资源的严重浪费。 代建制是我国政府投资项目管理模式的有效改革,本文在深刻剖析了传统管理体制存在的弊病和总结各地代建制改革情况和管理经验的基础上,系统介绍了代建制的概念和代建制的分类,以及两种不同代建模式的对比,从公共产权的委托—代理的角度论证了代建制模式的优势,并指出了我国代建制发展的趋势。 天津市目前还处在代建制实施的试点阶段,本文紧紧围绕着天津市代建制应用存在的若干问题进行了深入的分析,研究和探讨了天津市代建项目委托人和代建人的确定方式、代建单位的市场准入制度、天津市代建项目的代建方式和具体的承发包模式、天津代建合同的类型和代建制的风险分析和管理等问题。本文根据政府投资项目的投资管理体系的特点,论述了天津市代建项目的委托人的两个层次,并指出了项目管理公司应该是代建单位的主体。本文论述了项目管理服务和项目管理承包作为具体代建方式的适用范围,以及对天津市代建项目的承发包模式也作了详细地分析,指出了不同代建方式下的合同类型,阐述了政府投资项目实施代建制的风险,提出建立以代建单位为主体的风险防范体系和由资金、计划、市场三个方面共同构建政府投资项目监管体系。最后本文还实证研究了一个案例,总结了其中成功的经验和不足之处,指出了代建制的光辉前景。 | |
| 英文摘要: | Government investment is one of important means used by countries.It is important to establish and perfect the pattern and method of construction project management invested by our government in order to adapt to the market mechanism function.Traditional model of project management invested by government once plays a important role in the era of planned economy.With the development of the found of market economy and the continual reform,traditional model has not adjust the new economical environment,and it brings a lot of problems,especially some temporary model like headquarters,fundamental construction office can not leave some useful experience but only one-off lessons,which brings serious waste of social resources. Agent—Construction System(ACS)is one effective reformation about construction project management invested by our government.Based on analyzing the defects existing in the traditional administrative systems and summarizing the situation and management experience of ACS experimental units,This paper deeply discusses concepts of ACS and categorizing of ACS.it also argues the advantages of ACS based on principal-agent theory and contrasts the two difference kinds,in addition,pointing out the development of ACS in China in the future. Tianjin is now the experimental unit about ACS.Several problems which lie in“acting construction reform”about Tianjin are deeply studied in this paper.Numbers of problems are discussed such as confirmation for the client and agent of deputy project,the qualification for project management companies,project management deputy mode and the strategies for engineering contraction,styles of deputy contracts and so on.Based on the understanding about the characteristics of government-invested projects,this paper demonstrates the two administrative levels of deputy project and points out project management companies should be main constitutions of the agents.This paper demonstrates applicable scopes of Project Management Agency and Project Management Contact as project management deputy mode.It also points out the proper contract of different project management deputy mode and argues the risks caused by government investment project implementing ACS.Besides it puts forward to construct risk precaution system and supervision system by fund,plan and market under ACS.At last,The author conducted a case study,sum up the experience and lessons and further discussed the bright future of ACS. | |
