中文摘要:随着市政道路建设的日益完善,市政工程行业面对的竞争更为激烈,项目利润不断降低,项目内部的管理和优化显得更为重要。因此,本文以C 道路工程项目为研究对象,通过访谈与问卷调研的方法,探讨项目管理流程中存在的主要问题。针对发现的问题提出项目流程的优化对策,为之后企业的发展起到指引作用。根据调研,项目的成本控制流程、质量管理流程、招标流程、合同签订流程、机械调度流程及竣工收尾流程,在实际的运行中都存在着一定的问题。通过分析,项目流程管理中存在的主要问题包括:(1)缺少中间过程控制、缺少阶段性总结;(2)缺少项目部管理人员自身对质量的监督;缺少过程中对工程的控制;对报验流程不重视。(3)招标采购流程线下审批效率低,流程设计不够合理;对招标计划环节不够重视;(4)合同审批在项目审批环节缺少清晰的流程,上下游的流程衔接不够紧密;(5)在机械调度流程中缺少整体性的把控;缺少人员间的沟通;(6)对验收前项目的自检工作不够重视;缺少对项目经验与知识的总结。本文针对项目管理流程存在的问题,进行了分析与研究,提出了流程的优化方案,包括:(1)加强施工过程中的成本控制,定期进行项目的全面收入成本对比分析;(2)加强施工过程中项目部自身的质量控制,加强事前控制,报验流程规范化;(3)重新设计并建立电子化审批流程,确立招标计划制度;(4)完善项目部审批流程,加强各环节间衔接的监控;(5)建立机械调配流程,由专人收集需求,从工程施工整体角度上对机械进行调配;(6)加强项目报验前自身的检查,建立知识管理流程体系。本文通过项目管理流程的优化可以有效地提升项目管理效率,更高效地达成项目目标。并且通过总结分析C 道路工程项目管理流程中现有问题与经验,结合市政工程项目流程管理中的共性问题,对项目管理流程进行优化,制定更为高效、规范的管理流程,从而最大程度上地减少成本的损耗,提高项目运行效率,从项目内部实现效益的提高。 
英文摘要:With the improvement of municipal road construction, the municipal engineering industry is facing more fierce competition and the project profit is constantly decreasing. Therefore, the internal management and optimization of the project become more important. Therefore, this paper takes the C road engineering project as the research object, and discusses the main problems existing in the project management process through interviews and questionnaires. In view of the problems found in the project process optimization countermeasures, for the future development of enterprises to play a guiding role. According to the survey, there are some problems in the project's cost control process, quality management process, bidding process, contract signing process, mechanical scheduling process and completion closing process in the actual operation. Through analysis, the main problems in project process management include :(1) lack of intermediate process control, lack of phased summary;(2) lack of supervision of quality by project management personnel themselves; lack of process control over the project; Pay little attention to the inspection application process.(3) low approval efficiency and unreasonable process design in the offline bidding and procurement process; not paying enough attention to the link of bidding plan;(4) lack of clear process for contract approval in project, and the upstream and downstream processes are not closely connected;(5) lack of overall control in the mechanical scheduling process; lack of communication between project management personnel;(6) not paying enough attention to the self-inspection work of the preceding item; lack of summary of project experience and knowledge. This paper analyzes and studies the problems existing in the project management process, and proposes the optimization scheme of the process,including :(1) strengthen the cost control in the construction process, carry out the comprehensive comparative analysis of the project revenue and cost regularly;(2)strengthen the quality control of the project department in the construction process,strengthen the control in advance, and standardize the inspection applicationprocess;(3) redesign and establish the electronic approval process, and establish the bidding plan system;(4) improve the approval process of the project department and strengthen the monitoring of the connection between each link;(5) establish the mechanical allocation process, and assign special personnel to collect the demand and allocate the machinery from the overall perspective of engineering construction;(6) strengthen self-inspection before project application and establish knowledge management process system. The optimization of the project management process in this paper can effectively improve the efficiency of project management and achieve the project objectives more efficiently. And through summarizing C road engineering project management experience and the existing problems in the process, based on common problems in the municipal engineering project process management, optimize the project management process, to develop more efficient, standardized management processes, thus reducing the cost of loss to the greatest extent, improving the efficiency of the project, the improvement of internal implementation benefits from the project.
