中文摘要：	处在我们国家政府部门每天不断地增加对科研项目经费投入金额的这种环境当中，对于科研项目经费管理水平也是要求得越来越高。从较高的层面来看，我们国家已经发布了很多规定和文件，内容都是与科研项目经费的管理有相关性的，并且也对科研项目经费的管理的体系在慢慢地完善当中。但是，从实际管理工作的层面来看，在科研单位按照规定执行的过程中，还是产生了一些风险和问题，这些直接地阻碍了科研项目经费管理水平的提高。在我们现在所处的社会当中，公立医院不仅仅是一个能够治病救人的单位机构，也同样是我国极为重要的科研基地，承担着很多与医学和药学相关的科研项目。和其他进行科学研究的机构相类似，在对科研项目经费进行管理的过程中，公立医院也遇到了许多困难与挑战，需要在以后进行解决，改进科研项目的产出效果。 本文正是基于上述背景与动机，以案例分析法为基础，对公立医院科研项目经费管理进行研究。首先，通过对与科研经费管理有关的国内外文献进行回顾，分析了现有的研究状况；其次，对我国科研经费的管理制度现状以及相关管理理论进行了分析；再次，以ZY公立医院为具体个案，对它的基本情况、管理制度建设、管理操作现状进行了介绍，对ZY公立医院科研项目经费管理存在的问题和原因进行了深入分析；最后，在已经发现的问题的基础上，再提出一些改进的意见和措施，希望能够对提升我国公立医院的科研项目经费管理的水平有所帮助。可以让科研人员花费更少的精力和时间参与科研项目经费管理活动，同时却提升科研项目经费的管理效果。从而，让科研人员更加踏实地进行研究工作，完成科研目标，提升科研成果的产出价值，做出更大的贡献。
英文摘要：	In the setting that the government departments of our country are increasing the amount of funds invested in scientific research projects every day, the management level of scientific research project funds is also required higher. At a higher level，our country has issued a lot of regulations and documents, the content is related to the management of the funds of scientific research projects, and also the system of the scientific research project funds management is gradually improving. However, from the perspective of actual management, in the process of scientific research units implementing according to regulations, there are still some risks and problems, these directly hinder the improvement of scientific research project funds management level. In the society where we are now, public hospitals are not just institutions that can treat patients and save people, they are also very important scientific research bases in our country, undertake many scientific research projects related to medicine and pharmacy. Similar to other scientific research institutions, in the process of managing funds for scientific research projects, public hospitals have also encountered many difficulties and challenges, need to be solved later, improve the output effect of scientific research projects. This article is based on the above background and motivation, based on case analysis, to study the fund management of scientific research projects in public hospitals. First, by reviewing the domestic and foreign literatures related to the management of scientific research funds, analyses the existing research status. Secondly, analyses the management system of scientific research funds in China and other related management theories. Thirdly, takes ZY public hospital as specific case, introduces its basic situation, the construction of management system, the status of management operation, analyses problems and causes of fund management of scientific research projects in ZY public hospital. In the end, on the basis of the problems that have been discovered, put forward some suggestions and measures for improvement, hoped that they can help to improve the level of scientific research project funds management in public hospitals in China. It can make researchers spend less energy and time to participate in the fund management activities of scientific research projects, improves the management effect of the funds of scientific research projects at the same time. Thus, the researchers can carry out the research work more steadfastly, complete the scientific research goal, enhance the output value of scientific research achievements, make greater contributions.
