中文摘要:医疗资源的有效利用问题是长期困扰国内外医疗服务业的问题。在医疗资源方面,我国目前存在比较突出的问题主要表现在,一方面是医疗资源总量不足,另一方面是医疗资源分布不均衡。我国是一个拥有14亿人口的人口大国,相应的医疗需求巨大,用世界约3%的医疗资源来解决22%人口的医疗卫生健康问题,人均医疗资源占有量排在世界100位之后。从中央到地方,从省到市再到县、乡,往下的卫生投入逐渐减少,优质医疗资源也十分缺乏。随着城乡一体化统筹与新医改的逐步推广,全民健康保障体系逐步建立,中国巨大的医疗服务需求被迅速释放,医疗服务面临巨大的供需匹配压力。能否为给客户提供优质、高效服务,决定了国家整体医疗服务水平,以及医疗服务行业竞争力。在有限医疗资源下,如何实现资源高效利用以及提升医疗服务水平,是国家和医疗服务机构迫切需要解决的问题。 本文主要利用了环境分析工具、服务管理理论、医疗服务管理等理论工具进行了相关研究。在文献分析基础上,本文以济南鸿泰医疗管理集团公司为例,首先分析了济南鸿泰医疗管理集团公司发展概况及行业环境以及公司医疗服务独特性;其次对济南鸿泰医疗管理集团公司的服务策略制定进行了分析,主要包括:济南鸿泰医疗管理集团公司服务策略、用户需求整体解决方案策略、公司医疗服务流程优化策略;最后对济南鸿泰医疗管理集团公司实施的保障措施进行了分析,主要包括人力资源战略实施与保障、财务风险管控保障、技术信息保障。 本文研究表明,医疗服务业资源配置是医疗事业可持续发展的基本保障,是提升卫生医疗系统反应能力的重要条件。作为医疗系统的重要资源,对医生、设备、床位等关键医疗资源的动态、优化配置能力的构建,是当前改变医院医疗资源配置效率和医院运营效率的关键所在。利用新的信息技术,可以变革医疗服务体系相关组织和管理体制,改变医院医疗资源配置效率和医院运营效率。具有一定技术创新和组织创新的医疗服务机构可以提高公司层面和社会层面的医疗服务水平,为我国医疗卫生事业发展水平与人民群众健康需求和经济社会发展之间的矛盾提供解决方案,探索区域构建协同应对医院医疗服务创新模式。随着经济社会的发展,以及信息技术的快速变革与应用,建立区域联动的医疗联合体,具有应对大规模突发事件,建立和完善医疗服务突发事件应急机制和医疗卫生体系具有重要意义。可以为优化社会、医院和企业内部的资源配置效率,解决看病难和先进设备低效之间的矛盾,找到可持续优化的解决方案。 本文的研究意义表现在,剖析医疗服务行业典型案例实践经验,树立行业典型与经验案例,优化社会、医院和企业内部的资源配置效率,为解决看病难和先进设备低效之间的矛盾,找到可持续优化的解决方案。为医疗服务管理理论增添新的案例和经验事实。对利用新的信息技术,来变革医疗服务体系相关组织和管理体制的研究,为当前全国范围内的医院关键资源的协同优化,提供了深入研究的范本。相对于国外的一些理论研究,本文的研究基于中国国情及相关实践,具有一定医疗制度背景下的独特性和适用性。对这些独特性和适用性的理论总结,将为医疗服务管理学科和理论的创新,提供可资挖掘的事实土壤。 
英文摘要:The effective utilization of medical resources is a long-term problem that perplexes the medical service industry at home and abroad. In the aspect of medical resources, there are some outstanding problems in our country, on one hand, the total amount of medical resources is insufficient, on the other hand, the distribution of medical resources is unbalanced. China is a country with a population of 1.4 billion, and its corresponding medical demand is huge. It uses about 3% of the world's medical resources to solve 22% of the world's available medical and health problems and ranks behind 100 countries in per capita medical resources. From the central to the local, from the province to the city and then to the county, township, the health input gradually reduced, quality medical resources are also very scarce. With the integration of urban and rural areas as a whole and the gradual spread of the new medical reform, the national health security system has been gradually established, China's huge demand for medical services has been rapidly released, and the medical attraction is facing huge pressure of matching supply and demand. Whether to provide high-quality and efficient services to customers determines the overall level of national medical services, as well as the competitiveness of the medical services industry. Under the limited medical resources, how to realize the efficient use of resources and improve the level of medical service is an urgent problem that the country and medical service institutions need to solve. This article mainly uses environmental analysis tools, service management theory, medical service management and other theoretical tools to conduct related research. Based on literature analysis, this article takes Jinan Hongtai Medical Management Group Company as an example, and first analyses the development profile and operating environment of Jinan Hongtai Medical Management Group Company and the uniqueness of the company's medical services. Secondly, it analyses the service strategy formulation of Jinan Hongtai Medical Management Group Company, which mainly includes: Jinan Hongtai Medical Management Group Company's service strategy, user demand overall solution strategy, and company's medical service process optimization strategy. At last, it analyses the safeguard measures implemented by Jinan Hongtai Medical Management Group Company, which mainly include the implementation and guarantee of human resources strategy, financial risk control guarantee, and technical information guarantee. The study shows that the resource allocation of medical service is the basic guarantee for the sustainable development of medical service and the important condition for improving the response-ability of the health care system. As an important resource of the medical system, the dynamic and optimal allocation of doctors, equipment, beds and other key medical resources is the key to change the efficiency of medical resource allocation and hospital operation. With the new information technology, the organization and management system of medical service system can be reformed, and the efficiency of medical resource allocation and hospital operation can be changed. Medical Service institutions with a certain degree of technological and organizational innovation can improve the level of medical service at the corporate and social levels, to provide a solution for the contradiction between the development level of China's medical and health undertakings and the people's health needs and economic and social development, and to explore the regional construction of a collaborative response to hospital medical service innovation model. With the development of economy and society, as well as the rapid change and application of information technology, the establishment of regional linkage medical complex, with the response to large-scale emergencies, it is of great significance to establish and improve the medical service emergency response mechanism and medical health system. It can optimize the efficiency of resource allocation in society, hospital and enterprise, solve the contradiction between the difficulty of seeing a doctor and the low efficiency of advanced equipment, and find the solution of sustainable optimization. The research significance of this paper is as follows: analyse the typical case practice experience of the medical service industry, set up the typical case and experience case of the medical service industry, optimize the resource allocation efficiency of society, hospital and Enterprise, to solve the contradiction between the difficulty of seeing a doctor and the low efficiency of the advanced equipment, find the solution of sustainable optimization. To add new cases and empirical facts to the theory of medical service management. The research on the use of new information technology to change the organization and management system of the medical service system provides a model for in-depth research on the collaborative optimization of key resources in hospitals nationwide. Compared with some foreign theoretical research, the research in this paper is based on China's national conditions and relevant practices, with a certain background of the unique medical system and applicability. The theoretical summary of this uniqueness and applicability will provide the facts for the innovation of medical service management discipline and theory.
