中文摘要：	随着我国经济的发展，我国政府投资项目数量越来越多，投资额度越来越大。“代建制”是近来兴起的一种先进的政府投资项目管理模式。在代建制实施过程中，参建各方都会面临一定的风险。论文主要通过对代建制模式下工程项目风险的识别和应对，介绍有关代建制模式的风险管理方法。旨在对代建制项目存在的各种风险进行充分识别，由此可以找出相应的应对措施，从而降低各主体在实施代建制模式中的风险，推动代建制模式在国内工程领域的应用。 论文以“代建制”模式的相关概念以及风险管理的相关理论入手，通过查阅国内大量相关资料，在大量的数据采集及实地调研的基础上，按照风险识别、风险应对的风险管理逻辑体系，归纳出在代建项目中项目法人可能遇到的各种风险因素，并运用风险识别的方法，通过风险因素发生的可能性分析、风险因素可能造成的后果分析对风险因素进行分析、评估与分类，把这些因素按层次关系分组形成递阶层次结构，构建了关于项目法人的代建项目风险分析框架。最后，通过案例分析方法，对代建项目的风险进行了识别和应对，形成了一套较为全面、科学、完整的进行代建制模式下项目风险管理的系统方法。论文所提出的方法能适用于所有应用代建制模式的工程风险识别和应对，为国内其他项目运用代建制模式起到参考的作用。 本文的创新在于：首先是本文结合作者在代建制模式下政府投资项目的经验以及所遇到问题的解决方法，对现有文献进行扩充，更全面的剖析了代建制模式下政府投资项目实施过程中所遇到的风险并提出相应的应对措施。其次是利用项目风险管理的理论，提出了代建制模式下政府投资项目风险分析框架，为今后代建制模式下政府投资项目的实施提供了借鉴。
英文摘要：	With the national economic development, our government has more and more investing projects which amount greater and greater. “The Engineering Project Authorized Management (EPAM)” is an advanced government-invested project management model, which has become popular recently. Every party of involved department has to take certain risks during the implement of "EPAM ". This thesis, by identifying and responding project risks in the model of " EPAM ", introduces related risk-control methods related to "EPAM " model in order to comprehensively respond all kinds of risks of " EPAM " model might bring to all parts, so as to come to related measures. This could decrease the risks during implement of “EPAM” model and press forward the application of "EPAM" model in do mastic project field. Beginning with relative conception of "EPAM" model and risk-control theories, this thesis is based on large amounts of data collection and practical research after searching large amounts of related information. In accordance to a logical system of risk identification and risk evaluation and control, it concludes, in the" EPAM " projects, cooperates might come to various risk elements and apply methods of risk identification to analyze the possibility of risk elements and results it caused after analyzing, evaluating and classifying all risk elements, which are grouped into hierarchical structures according to hierarchy. It constructs "EPAM" projects' risk evaluation index system of project cooperates. Finally, analyzing practical cases, this thesis employs experts evaluation methods combined with research methods and hierarchical analysis to respond the risk of "EPAM". A logical methodology of project risk management "EPAM" has been established, which is relatively comprehensive, scientific and integrated. The methodology hereby thesis put forward could be applied to all the risk evaluation for "EPAM". And also, it could be reference for other projects to use "EPAM ". The innovation of this thesis: firstly, this thesis involves the experience of government invested projects with EPAM and resolution to the problems it occurs. It also supplements current documents, and analyses all the problems in a more all-round way. Secondly, with the theory of risk control, the thesis proposes the risk analyses structure of government invested projects with EPAM, which provides reference for future government projects with EPAM.
