中文摘要：	摘 要 一直以来，工程作为人们生产生活必要的活动设施，在经济社会发展和人们生活中发挥着至关重要的作用。而如果工程一旦在质量方面发生了事故，毋庸置疑会对人们的生命财产安全造成巨大伤害，同时，给经济社会发展产生的恶劣影响也难以估计。近年来，工程建设数量逐渐增多，伴随而来的工程质量事故也频频发生，尤其是当遇到重大恶性事故时，造成的巨大财产甚至生命损失以及带来的恶劣社会影响都是不可估量的，而对于项目工程质量而言，一方面是建设主体要承担直接责任，包括决策、规划、设计、建造等，另一方面政府的作用至关重要，因为政府在工程施工过程中负责质量监督管理。基于对空间利用率的考虑，超高建筑已成为当前工程项目建设的热点，而随着我国超高层建筑的发展，超高层建筑质量事故也收到广泛关注，因为一旦超高建筑发生事故，带来的超强破坏力远远超过普通项目，严重性也不言而喻。 因此，对超高建筑项目工程要给予足够的重视和关注，严格把关，最重要的就是加强对整个施工项目质量的监督和管理工作。质量监督在工程质量控制中发挥着不可替代的作用，但是由于超高层建筑本身的技术复杂性和监督工作本身评估的复杂性，其质量控制存在诸多不确定因素。本文笔者以自身参与监督的某超高层建筑为例，介绍实践中的一些工程质量管理的方法和经验，能够较好解决超高层工程质量控制中存在的一些难点和问题，以期对未来超高层建筑工程质量管理在监管层面发挥作用方面，具有一定的借鉴意义。 文章首先提出了政府角度下的超高层建筑项目质量管理的研究背景和意义，对目前国内外有关于超高层建筑的质量管理研究现状进行了总结；文章第二部分就超高层建筑和建筑工程质量管理理论概念进行了总结；文章第三部分对超高层建筑管理的独特性、管理问题以及政府对于超高层建筑质量管理的现状和问题进行了总结分析；进而在文章第四部分研究了政府角度下的超高层建筑质量管理方案；文章第五部分结合工程实践即GY超高层项目，阐述了该项目超高层建筑的实际质量管理措施，论证本文所提管理方案的可行性。希望本文的内容对超高层建筑管理有一定的借鉴意义和参考价值。
英文摘要：	Abstract For a long time, engineering, as a necessary activity facility for people's production and life, plays an important role in economic and social development and people's life. If quality accidents happen to the project, it will not only cause great harm to people's life and property safety, but also have a bad impact on economic and social development. In recent years, with the increasing number of projects, engineering quality accidents happen frequently, especially in case of major malignant accidents, the huge property and even life loss and the adverse social impact are immeasurable. For the project quality, on the one hand, the construction subject should bear direct responsibility, including decision-making, planning, design, construction, etc, On the other hand, the role of the government is very important, because the government is responsible for quality supervision and management in the process of construction. Based on the consideration of space utilization rate, super high-rise building has become the hot spot of the current project construction. With the development of super high-rise building in China, the quality accident of super high-rise building has also received widespread attention, because once the accident of super high-rise building occurs, the super destructive power is far greater than the ordinary project, and the severity is self-evident. Therefore, it is very important to attach great importance to the super high construction project and strengthen the supervision and management of the super high construction project quality. Quality supervision plays an irreplaceable role in project quality control, but due to the technical complexity of super high-rise buildings and the complexity of supervision work itself, there are many uncertain factors in its quality control. Taking a super high-rise building as an example, the author introduces some engineering quality management methods and experience in practice, which can better solve some problems of quality control of super high-rise building, in order to have some reference significance for the future super high-rise building engineering quality management in the regulatory level. Firstly, the thesis puts forward the research background and significance of this thesis, and summarizes the research status of quality management of super high-rise buildings at domestic and abroad; the second part summarizes the theoretical concepts of super high-rise buildings and construction quality management; the third part summarizes and analyzes the uniqueness and management problems of super high-rise building management; and the fourth part of the article summarizes and analyzes the super high-rise building management In the fifth part of the thesis, combined with the first phase of GY real estate project, the actual quality management measures of super high-rise buildings are described. I hope this thesis has some reference value.
