| 中文摘要: | 电能是当今社会建设发展中最为经济、实用、清洁且容易控制和转换的能源形态,它是经发电企业、供电企业向电力用户提供由发、供、用三方共同保证质量的一种特殊产品。电能被广泛应用在照明、钢铁、冶金、制造、化学、纺织、通信、办公、物流等各个行业领域,一个国家或地区电力行业发电、变电、输电、配电、售电领域的发展和完善是经济建设的重要基础保障,世界银行等国际组织亦将“获得电力”评价水平作为营商环境评测的重要参考维度。 供电企业作为电力行业中变电、输电、配电、售电的主要组织者,如何为终端用户提供更加高效、便捷、经济的业扩报装接电服务,是企业在电力体制改革逐步推进的宏观环境下,亟需思考和提升的方向。电力业扩报装工程就是指用电客户在存在新装或增容电能使用需求时,向供电企业申请接入配网并开展一系列接电工程建设。对于供电企业来说,提升业扩报装工程实施效率,为用电客户实现更快、更便捷的装表送电,对售电量提升具有增量促进作用,同时全面提升业扩报装的服务水平也是助力区域经济建设发展、增强客户粘度的重要手段。DL供电公司作为天津市DL区以及KG经济区重要供电企业,致力于持续提升业扩报装工程管理水平,但随着内外部环境日趋变化,传统的项目管理模式已无法满足企业、政府、上下游供应商等利益相关方对于施工质量、施工工期、工程造价、延伸服务服务等各方面的现实需求,各类项目风险应运而生。 本文首先对项目风险管理相关理论进行研究,结合国内外先进的研究成果,为后续开展业扩报装项目风险管理研究奠定理论基础。其次,系统性介绍现行电力业扩报装工程项目的实施流程及具体内容,细致的总结了业扩报装工程项目的特点,全面分析了DL供电公司业扩报装工程项目管理现状和存在的问题。继而,针对业扩报装工程项目进行风险识别与评估,对于风险要素进行分析说明,构建了业扩报装工程项目风险评价体系。以DL供电公司2019年JLC小城镇中街商业广场业扩报装工程项目作为研究对象,进行电力业扩报装项目风险管理研究,对该工程项目进行风险识别及评估,对风险因素进行权重排序,提出风险应对策略和监控措施。最后,在全文研究的基础上,提出DL供电公司电力业扩报装工程项目风险管理改进建议。 | |
| 英文摘要: | Electricity is the most economical, practical, clean, and easy to control and transform energy form in the development of social construction. It is a special product which is provided by power generation enterprises and power supply enterprises to power users to guarantee the quality by the three parties of power generation, supply and use. Electric energy is widely used in lighting, iron and steel, metallurgy, manufacturing, chemistry, textile, communication, office, logistics and other industries. The development and improvement of power generation, transformation, transmission, distribution and sales in a country or region is an important basic guarantee for economic construction. International organizations such as the World Bank also take the evaluation level of "Getting Electricity" as the business environment assessment as the important reference dimension of measurement. As the major organizer of power transformation, transmission, distribution and sale in the power industry, how to provide more efficient, convenient and economic services for the end-users is an urgent direction for enterprises to consider and improve under the macro environment of the gradual promotion of power system reform. Electricity connection engineering project refers to the construction of a series of power connection projects that customers apply to the power supply company for access to the distribution network when there is demand for new installation or capacity increase of electric energy. For power supply enterprises, to improve the implementation efficiency of the industry expansion report and installation project, to achieve faster and more convenient meter installation and power transmission for power customers, has an incremental role in promoting the promotion of electricity sales. At the same time, to comprehensively improve the service level of industry expansion report and installation is also an important means to help regional economic construction and development, and to enhance customer viscosity. As an important power supply enterprise in Tianjin DL district and Tianjin Airport Economic Area, DL Power Supply Company is committed to continuously improving the management level of industry expansion and installation project. However, with the increasingly changing internal and external environment, the traditional project management mode has been unable to meet the needs of enterprises, governments, upstream and downstream suppliers and other interested parties for construction quality, construction period, project cost, extended service and other aspects real demands, all kinds of project risks emerge at the historic moment. First and foremost, this paper studies the theory of project management and project risk management, combining with the advanced research results at home and abroad, to lay a theoretical foundation for the follow-up research on the project risk management of business expansion and installation. Secondly, it systematically introduces the implementation process and specific content of the current power industry expansion and installation project, summarizes the characteristics of the expansion and installation project, and comprehensively analyzes the current situation and existing problems of DL Power Supply Company’s electricity connection engineering project management. Then, the risk identification and evaluation are carried out for the project, the risk elements are analyzed and explained, and the risk evaluation system of the project is constructed. Based on the example of DL Power Supply Company's 2019 JLC Town Middle Street Commercial Plaza electricity connection engineering project, this paper studies the risk management of power industry Electricity Connection Engineering Project; expansion and installation project, identifies and evaluates the risk of the project, sorts the risk factors by weight, and puts forward risk response strategies and monitoring measures. Finally, on the basis of the full research, the paper puts forward suggestions for improving the risk management of DL Power Supply Company's electricity connection engineering project. | |
