中文摘要：	2018年3月，国务院机构改革方案提交全国人大讨论并通过。原文化部、国家旅游局不再保留，新组建文化和旅游部。机构融合的背景之下，关于文旅融合的讨论也被推向新高潮。 本研究以大运河沿岸地区公共文化和旅游融合为切入点，立足于当前大运河沿岸地区公共文化和旅游融合现状，探讨我国公共服务领域的文旅融合。本文通过实地调查和二手资料分析，对大运河沿岸地区公共文化和旅游融合的路径和模式进行了总结。通过对大运河沿岸地区公共文化和旅游融合的内外部环境分析，总结了大运河沿岸地区公共文化和旅游融合的内部优势、内部劣势、外部机遇与外部挑战。 通过研究发现，大运河沿岸地区公共文化和旅游融合具有设施融合、服务融合、活动融合三大路径，覆盖公共文化服务设施、服务、活动和旅游公共服务设施、服务、活动的多个方面，但设施融合是最为常见的融合路径。大运河沿岸地区公共文化和旅游融合的模式包括“公共文化服务+”模式、“旅游公共服务+”模式和公共文化和旅游综合创新服务模式，三种模式各有侧重。 大运河沿岸地区公共文化和旅游融合的内部优势包括资源优势、设施及经验优势、文化与旅游的内在耦合优势和公共服务的公益性优势；内部劣势包括区域发展不平衡、协作机制不完善带来的社会劣势，文化内涵挖掘不深、融合不够、展示不足所带来的设施劣势，和专业人才匮乏引发的人才劣势；外部机遇因素包含政策利好的政策机遇、区域战略推动和社会发展水平提升带来的社会机遇，以及信息技术和高新技术进步带来的技术机遇；外部挑战则来源于文旅融合体制机制不完善、职能部门转型未完成所引发的行政管理部门权责不清、政策话语缺乏创新等政策调整和文旅产业融合冲击两方面。 最后，本研究立足于现状分析与环境分析，总结了当前大运河沿岸地区公共文化和旅游融合存在的问题，并从提升路径和具体策略两大方面提出了完善大运河沿岸地区公共文化和旅游融合服务的建议。
英文摘要：	In March 2018, the reform plan of the state council was submitted to the NPC for discussion and adoption. The former Ministry of Culture and China National Tourism Administration were no longer retained, and Ministry of Culture and Tourism of the People’s Republic of China was established. Under the background of institutional integration, the discussion on the integrated culture and tourism was pushed to a new climax. Based on the current situation of the integration of public culture and Tourism along the Grand Canal in China, this study explores the integration of culture and tourism in the field of public services. This paper summarizes the path and mode of the integration of public culture and tourism through field investigation and second-hand data analysis by using the SWOT analysis approach, and summarizes the internal advantages, internal disadvantages, external opportunities and external threats of the integration of public culture and tourism in the area along the Grand Canal. It is found that public culture and tourism integration in the coastal areas of the Grand Canal has three paths: facility integration, service integration and activity integration, covering public cultural service facilities, services, activities and tourism public service facilities, services, activities. However, facility integration is the most common integration path. The modes of public culture and tourism integration in the areas along the Grand Canal include mode1 "public cultural service +", mode 2 "tourism public service +" and mode 3 comprehensive innovation service of public culture and tourism, which have their own emphasis. The internal advantages of the integration of public culture and tourism in the areas along the Grand Canal include resource advantages, facilities and experience advantages, internal coupling advantages of culture and tourism and public welfare advantages of public services; the internal disadvantages include the social disadvantages brought by the imbalance of regional development and imperfect cooperation mechanism, and the insufficient excavation, integration and display of cultural connotation. The external opportunities include favorable policy opportunities, social opportunities brought by regional strategy promotion and social development level improvement, and technological opportunities brought by information technology and high-tech progress. The external threats are caused by imperfect cultural and tourism integration system and mechanism and incomplete transformation of functional departments There are two aspects of policy adjustment: the unclear power and responsibility of administrative departments, the lack of innovation in policy discourse, and the impact of cultural and tourism industry integration. Finally, this paper put forward suggestions on improving the supply of the public services of integrated culture and tourism in the area along the grand canal from two aspects: improving paths and specific strategies based on problems summarizing.
