中文摘要：	医疗信息化是我国信息化进程中的重要组成，医疗信息化政策不断出台，政策分析在目前是比较热门的研究领域。但是现有研究中通常将信息化政策和医疗政策分开研究，或者选取信息化中的一个方面如大数据与医疗政策相结合作为研究对象，以医疗信息化整体政策作为研究对象的很少。且现有的政策分析框架中较多的关注政策工具，医疗信息化发展已经近二十年，需要对整体政策进行多维度的全面梳理，从政策发文主体-发文时间-发文主题三个维度对政策内容进行研究，发现政策问题，为未来医疗信息化政策的制定提出建议。 本文从北大法宝数据库检索并筛选得到563条医疗信息化政策文献，政策时间跨度为1996年-2020年2月底。选取研究的政策样本之后提取主题词构建医疗信息化政策的主题类目，在主题类目编码的基础上使用文献计量学、社会网络分析法进行发文时间、发文主体、发文主题以及主题-时间、主题-主体的关联分析。 研究发现包括：通过发文时间分析将医疗信息化政策划分为政策萌芽期、曲折上升期、平稳发展期、政策利好期四个阶段。从发文主体来看，医疗信息化政策以单独发文为主，联合行文合作网络的网络结构“中心边缘型”发展为“分散耦合型”。在主题的分析中，提取了134个主题词构成二级类目，将二级类目进一步整合得到26个一级类目，构建了医疗信息化政策的主题类目框架。对主题进行共现分析及多维尺度分析发现医疗信息化政策较多的关注信息平台建设、基础数据库建设、监督评价、信息共享和健康管理。时间和主题关联分析可以看出随着时间推进医疗信息化关注的主题的变化，以及医疗信息化明显受到疫情的驱动。将主体、时间和主题三者结合看出发文主体对主题的关注是具有连续性的，随着时间的推进主题和主体的关联逐渐分散，且不同时期发文机构存在不同的冲突形式。 根据以上研究发现提出政策制定的建议：医疗信息化政策制定还需要更进一步深入实际；在发文主体方面需要加深合作并明确职责范围警惕冲突；在关注的主题方面，需要增加全面性和系统性对较少关注到的中医药服务、在线服务和患者体验给予更多关注。图22幅，表12个，参考文献93篇。
英文摘要：	Medical informatization is an important part of the process of informatization in China. The policy of medical informatization is constantly introduced, and policy analysis is a hot research field at present. However, in the existing researches, informatization policy and medical policy are usually studied separately, or one aspect of informatization, such as the combination of big data and medical policy, is selected as the research object, while the overall medical informatization policy is rarely taken as the research object. And the existing policy analysis framework is more focus on policy instruments, medical informatization development has been nearly 20 years, need to multi-dimensional comprehensive overall policy, from the policy articles subject - Posting time - Posting topic research, three dimensions of policy content found policy issues, medical information policy recommendations for the future. In this paper, 563 medical informatization policy documents were retrieved and screened from the database of Peking University magic weapon. The policy time span is from 1996 to the end of February 2020.After selecting the policy samples studied, subject words were extracted to construct the topic category of medical informatization policy. Based on the coding of the topic category, literature metrology and social network analysis were used to carry out the correlation analysis of publication time, publication subject, publication topic and subject-time and subject-subject. The research findings include: the medical informatization policy is divided into four stages: the policy germination stage, the tortuous and rising stage, the stable development stage and the favorable policy stage through the time analysis. From the perspective of the subject of publication, the medical informatization policy is dominated by separate publication, and the network structure of the joint publication cooperation network "center and edge" develops into "decentralized coupling". In the analysis of the topic, 134 subject words were extracted to form the second-level category, and the second-level category was further integrated into 26 first-level categories, and the framework of the topic category of the medical informatization policy was constructed. Through the co-occurrence analysis and multi-dimensional scale analysis of the topics, it is found that the medical informatization policy pays more attention to the information platform construction, the basic database construction, the supervision and evaluation, the information sharing and the health management. It can be seen from the correlation analysis of time and subject that the change of topics concerned with medical informatization is promoted over time, and medical informatization is obviously driven by the epidemic.It can be seen from the combination of subject, time and theme that the subject pays attention to the subject in a continuous way. With the development of time, the relationship between subject and subject is gradually dispersed, and different forms of conflict exist in the publishing institutions in different periods. According to the above research findings, Suggestions for policy formulation are put forward: the policy formulation of medical informatization still needs to go further into practice; It is necessary to deepen cooperation and clarify the scope of responsibilities in the subject of publication to guard against conflicts. In terms of topics of focus, more comprehensive and systematic attention needs to be given to less focused TCM services, online services and patient experiences. This paper includes 22 diagrams, 12 tables and 90 references.
