中文摘要:近年来中国对石油等重要资源的需求逐步扩大,国内大型石油工程企业也逐步将石油开采的重心由陆上开始转向海洋开发,海洋石油工程行业正处在迅速发展的阶段;而随着我国“一带一路”和“走出去”的发展战略,国内大型工程企业逐步走向国际市场,以EPC总承包(即设计、采购、施工一体化)的模式向国际市场拓展业务,面对不断扩大的能源需求,在全球范围内承揽海洋石油工程已经成为我国大型石油工程企业当前以及未来发展的趋势。在国际海洋石油工程中,物资的采购支出通常情况下占EPC承包合同总金额的40-50%左右,是工程项目中的关键环节,影响着工程项目利润指标,决定了工程项目能否如期完工。基于采购管理的重要作用和管理现状,国际海洋石油工程采购管理的研究对于提升国际海洋石油工程的管理水平有着非常重要的意义。 本文首先介绍了国际EPC海洋石油工程的工作内容,阐述了EPC和采购的概念以及采购管理相关理论和研究现状,作为分析查找问题和进行改进研究的理论基础,点明了采购管理在日益激烈的国际海洋石油工程市场竞争中对于提升企业竞争力的重要作用;通过阐述C公司的基本情况和采购管理现状,结合理论基础和国际EPC海洋石油工程采购经历,查找并分析了C公司在采购组织机制、供应商管理、合同执行管理方面存在的问题;利用相关理论研究和国际工程相关经验,针对所发现的问题就C公司在国际EPC海洋石油工程上如何开展采购管理优化进行了研究,针对C公司组织机制、供应商管理、合同执行管理提升等方面工作,提出相应的改进建议。 
英文摘要:In recent years, China's demand for oil and other important energy gradually expanded, the domestic oil engineering enterprises gradually shift the focus of oil exploration from the land to the sea, offshore oil engineering industry is in the stage of rapid development; Domestic offshore oil engineering enterprises expand their global offshore oil projects through the EPC contracting (Engineering-Procurement-Construction) model, and it has become the current and future development trend. In international offshore oil engineering projects, the total procurement value usually accounts for 40%-50% of the total value of the project, procurement work as a key link in the project management, plays an important role in the EPC project, the procurement management have huge influence to the project. Therefore, the study of the procurement management is very important to improve the management level of international offshore oil engineering project. This thesis first introduces the content of EPC project work, and introduce the concept of procurement and relevant procurement management theories, as the theoretical basis for analyzing and finding problems, it makes clear the important role of procurement management in enhancing the core competitiveness of enterprises in the market. And then conducts a procurement management of C company, and combining the theoretical basis and international EPC offshore project experience, analyzes the problems existing in the procurement organization, supplier management and contract execution management of C company. Combined with the management analyzes, discusses how to establish the better corresponding management under the international offshore oil project for C company, through the aspects of company organization structure, supplier management and contact execution management etc.
