中文摘要:  随着我国经济社会的不断发展,流域水环境、水资源、水生态和水安全等方面普遍存在问题。为维护流域水资源安全保障,我国开展了一系列流域综合治理工作,生态环境有所好转,但成效并不稳固,特别是由于跨区域协调、资本持续投入、技术集成、全流域运营管理等方面存在的制约因素,治理进展缓慢,成效不尽如人意。传统的流域综合治理项目管理模式通常仅能解决单点问题、局部问题、一时问题,无法从根本上解决流域综合治理难题,如何站在全局高度有效对项目实施整体管控、系统性地提供一揽子解决方案,是流域综合治理项目管理模式方面仍有待持续探索和研究的问题。   C公司作为疏浚行业的传统企业,通过延伸自身疏浚技术、装备、资金、资源等方面的优势,先后参与实施了永定河、锦江沱江、汾河、蓟运河等大型流域综合治理项目,逐渐成长为国内流域综合治理领域的行业先驱。本研究在调研和收集资料的基础上,通过定性研究与案例研究相结合的方法,对C公司为应对跨区域协调、资本持续投入、技术集成、全流域运营管理等难题,在不同流域综合治理项目中采取的管理机制、商业逻辑、技术措施、运营保障等方面的管理模式进行分析比较,提炼C公司流域综合治理项目管理模式的基本框架和关键因素,总结其经验和启示,以期为C公司及其他相关企业今后实施同类型项目提供决策参考。本研究认为,C公司在自身参与的大型流域综合治理项目中进行的渐进式探索,形成的以“投资主体一体化带动流域综合治理一体化”为主线的系统化管理模式在实践中被证明是可行的实施路径,在我国现行行政管理体制下,对解决跨行政区流域综合治理中的问题有其独特性,特别是在明确投资主体和实施主体的基础上,策划不同属性子项目的收入来源、以产业开发带动区域经济发展等做法为解决流域综合治理相关问题作出了积极尝试。   本研究在概括回顾学者们关于项目管理模式、流域综合治理项目管理模式等研究的基础上,对多案例视角下的C公司流域综合治理项目管理模式进行分析与比较,总结提炼其“投资主体一体化带动流域综合治理一体化”项目管理模式,为今后相关理论研究提供有益参考。本研究具有一定的创新性,研究结论对流域综合治理项目管理模式选取具有借鉴意义。 
英文摘要:  With the continuous development of China's economy and society, there are widespread problems in the water environment, water resources, water ecology and water safety of the river basin. In order to maintain the safety of water resources, China has take a series of measures in comprehensive river basin management, which has improved the ecological environment to some extent. However, there is still a long way to go. In particular, due to various limitations in cross-regional cooperation, continuous capital input, technology integration, as well as the operation and management of the entire river basin, the progress in comprehensive river basin management is slow and the results are unsatisfactory. The traditional management model of comprehensive river basin management projects can only solve single-point, localized, one-time problems and cannot solve the problem of comprehensive river basin management at root. How to effectively implement overall control of projects from a holistic perspective and systematically provide a package of solutions is an issue that remains to be continuously explored and studied in the context of management model of comprehensive river basin management projects.   As a traditional enterprise in the dredging industry, Company C, by taking its advantages in dredging technology, equipment, capital, and resources, participated in the implementation of several large-scale comprehensive river basin management projects such as Yongding River, Jinjiang River, Tuojiang River, Fen River, and Ji Canal, through which this company gained rich experience and finally became a pioneer in the field of comprehensive river basin management in China. On the basis of investigation and data collection, this study combined qualitative research and case study to analyze and compare several management models adopted by Company C in different comprehensive river basin management projects. These models involve many aspects such as governing mechanism, business logic, technical measures, operation guarantee, etc., and Company C has chosen these models to cope with the difficulties, including cross-regional cooperation, continuous capital input, technology integration, and the operation and management of the entire river basin. This study is expected to shed light on the basic framework and key factors of Company C’s management models in its comprehensive river basin management projects, as well as to summarize some experience and enlightenment which can be used as reference in the future not only by Company C but also by other companies in this industry. In this study, Company C's progressive exploration in the large-scale comprehensive river basin management projects in which it participated has gradually formed a systematic management model with "Promoting the Integration of Comprehensive River Basin Management by the Integration of Investment Subjects" as a main line, which is an implementation path that have proven to be viable in practice. This systematic management model is unique in solving problems of comprehensive river basin management across administrative regions under China's current administrative system, especially on the basis of identifying investment and implementation subjects, planning sources of income for sub-projects with different attributes, promoting regional economic development through industrial development, and other practices have made positive attempts to solve problems related to comprehensive river basin management.   Based on the literature review of previous research by different scholars on general models of project management as well as models of comprehensive river basin management projects, this study analyzed and compared different models of comprehensive river basin management projects adopted by Company C in multiple cases, and refined the project management model named "Promoting the Integration of Comprehensive River Basin Management by the Integration of Investment Subjects", which may provide useful reference for relevant theoretical research in the future. Finally, this study has some innovation, and its conclusions can be used for reference in the selection of management models for comprehensive river basin management projects.
