| 中文摘要: | 当前我国国有企业改革已逐步进入深水区,很多企业纷纷暴露出技术创新能力弱、市场竞争力低、企业效益差等问题。不难发现造成这些问题的重要原因之一是这些企业的绩效管理没有发挥其应有的作用,严重影响了企业自身的发展。从目前国有企业绩效管理现状、企业经营业绩等情况来看,国有企业的绩效管理体系仍亟需完善。因此提高国有企业绩效管理水平具有重要意义,这也是我国国有企业适应环境变化、实现快速发展的必然要求。 5G商用化进程不断提速增效,市场竞争日趋激烈,通信行业既迎来了新的机遇也迎来了新的挑战。近两年来我国经济受中美贸易战、金融去杠杆等内外部因素叠加影响,均给通信企业带来了前所未有的压力。D通信公司作为曾经肩负我国3G通信标准研发重任的明星企业一度风光无限,与巨龙通信、中兴通讯和华为在业内曾被称为“巨大中华”,是当时国内通信企业的优秀代表。但是与中兴、华为的繁荣发展不同,D公司近两年却深陷亏损泥潭濒临退市。 本文采用案例研究方法,对D通信公司绩效管理进行分析和探讨。在深入分析D通信公司绩效管理现状基础上,结合使用调查问卷的方式,找出D通信公司绩效管理中存在的问题,并以存在的问题为出发点,给出了D通信公司绩效管理的目标与原则,针对性的提出了D通信公司绩效管理体系的优化方案和保障措施。致力于打造一套具有企业自身特色、以关键绩效指标与目标管理结合的绩效管理体系。以提高D通信公司员工工作积极性,进而激发企业活力、增强市场竞争力,最终帮助其实现经营及战略目标。 | |
| 英文摘要: | The reform of China’s state-owned enterprises has entered a deep-water zone for the time being, and lots of enterprises have shown problems of their weakness in technology innovation, bad performance in market competition and benefit. It is apparent that one of the main reasons causing these problems is that there’s no functional performance management system available, thus holding back the development of these enterprises. From the current situation of the performance management and operation performance of the state-owned enterprises, it is clear to see that the performance management system is in urgent need. Therefore, it is of great meaning to improve the performance managing capability of state-owned enterprises. Meanwhile, it is the requirement that must be met for these enterprises to suit themselves to the changes of environment so as to achieve rapid progress in their development. As the commercialization of 5G is speeding up its efficiency constantly, market competition is increasing to a great extent. This brings both new opportunity and new challenge for communication industry. Due to the internal and external combined effect of the trade war between China and the US, as well as the financial deleveraging, the greatest pressure ever have been brought to communication industry. D Communication Company, the once star-enterprise, who shouldered the import task of research and development of 3D communication used to be shining and glowing, and was considered as “China’s Giants” together with Ju Long Communications and Zhong Xing Communications, and was an outstanding representative of domestic communication enterprises at the time. Yet deferring from the booming development of Zhong Xing and Hua Wei, D Company has been plunged into very bad situation of deficit and is facing delisting from the market within these two years. Adopting case-study method, this paper analyzes and discusses the performance management of D Company. Basing on thorough analyzation of the current situation of D Company’s performance management, combining questionnaires, we try to sort out the problems that exist in the company’s performance managing. Starting from these existing problems, we provide for D Company with a target and principle of performance management, aiming to propose an optimization scheme and safeguarding for the performance managing system for the company. | |
