| 中文摘要: | 伴随着中国经济进入新常态,国有工程勘察设计单位大规模启动事业单位转制及混合所有制改革进程,目前改革已经进入深水区。工程勘察设计行业市场增长率下降,行业整合势在必行,业内企业的竞争力由过去的追求规模优势逐步转变为创新驱动。因此,如何吸引并留住人才成为国有工程勘察设计企业面临的新问题和新挑战。股权激励作为吸引并留住人才的有效手段,对于国有工程勘察设计企业的重要性愈发凸显。 本文对现阶段我国国有企业混合所有制改革的情况进行分析;对国有工程勘察设计企业普遍面临的核心员工流失,以及其所导致的企业竞争力下降、市场竞争无序等问题的原因进行分析;对T勘察院实施股权激励的必要性和可行性进行论证。同时结合国内同行业股权激励理论和实践,特别是自身从业二十余年对行业的理解,以及对所任职的T勘察院内外部情况及战略规划的分析,有针对性地制定了T勘察院混合所有制改革过程中员工股权激励的可行性方案;提出了T勘察院实施股权激励可能存在的各种风险;最后制定了T勘察院实施股权激励的保障措施。 经过分析论证,本文强调:第一,在国有工程勘察设计企业混合所有制改革过程中,实行股权激励是大势所趋;第二,在国有工程勘察设计企业混合所有制改革过程中,应依据企业发展战略的不同阶段,分步骤采用差异化的股权激励方式。本文将混合所有制改革与股权激励相结合,使得股权激励这种激励措施有了新的内涵;本文不仅对同行业的企业具有应用价值,而且对其他行业的企业也有借鉴意义。 | |
| 英文摘要: | As the China’s economy entering the new normal, state-owned engineering survey and design units have launched a large-scale process of institutional restructuring and mixed ownership reform. At present, the reform has entered deep-water areas. The market growth rate of engineering survey and design industry is declining, and industry integration is imperative. The competitiveness of enterprises in the industry has gradually shifted from the past pursuit of scale advantages to innovation-driven. Therefore, how to attract and retain talents has become a new problem and challenge faced by state-owned engineering survey and design enterprises. As an effective way to attract and retain talents, equity incentives have become increasingly important for state-owned engineering survey and design enterprises. This thesis analyzes the current situation of mixed ownership reform in China’s state-owned enterprises, and analyzes the reasons for the loss of core employees commonly faced by state-owned engineering survey and design enterprises and the resulting problems such as the decline of enterprise competitiveness and disorder of market competition. The thesis makes an argument about necessity and feasibility of implementing equity incentive in T Engineering Investigation Institute. In addition, combined with the domestic theory and practice of equity incentive in the same industry, especially the understanding of the industry for more than 20 years, as well as the analysis of the internal and external situations and strategic planning of the T Engineering Investigation Institute, the feasible plan of staff equity incentive in the process of mixed ownership reform in T Engineering Investigation Institute is formulated; Various risks that may exist in the implementation of equity incentive are put forward. Finally, the guarantee measures for the implementation of equity incentive are formulated. After analysis and demonstration, this thesis emphasizes that: First, the implementation of equity incentive is the general trend in the process of mixed ownership reform of state-owned engineering survey and design enterprises; Second, differentiated equity incentive methods should be adopted step by step according to different stages of enterprise development strategy in the process of mixed ownership reform of state-owned engineering survey and design enterprises. This thesis combines the reform of mixed ownership with equity incentive, which gives a new meaning to equity incentive. The thesis is of application value to the enterprises in the same industry and it will also have reference significance for other industries. | |
