中文摘要：	中国作为一个传统农业大国，有着灿烂的农耕文明。改革开放以来，党中 央高度重视“三农”问题。从 1982 年到 1986 年这五年间，每年发布的中央一 号文件都直指“三农”问题；从 2004 年到 2019 年，中央连续 16 年出台了以“三 农”问题为主要内容的一号文件，可见中央对“三农”发展问题重视程度之高。 2017 年党的十九大报告第一次提出了乡村振兴战略，2018 年中央一号文件 提出了乡村振兴战略的具体意见，并出台了 2018 年到 2022 年《国家乡村振兴 战略规划》。乡村振兴战略是新农村建设的升级版，对全面建成小康社会具有 重大的战略意义。 本文以实施乡村振兴战略为目标，以唐山市丰润区三农发展融资模式为背 景，通过历史文献法、问卷调查法、走访座谈法、对比研究法、演绎归纳法、 个案研究法等方法，对农业、农村、农民在融资中的困境进行了深入调查分析， 并结合国内外农村发展中有关融资的成功经验，运用融资相关理论，从政府、 正规金融机构、民间金融机构、农业龙头企业四个主体切入，重点对农户个人 融资和农村整体融资进行了探索。 研究得出了以下的对策和结论： 政府方面，可通过提高支农资金使用效益、跨省域调剂用地指标、盘活沉 睡资产等多种渠道扩大涉农资金总量。金融机构可通过管理机制创新、产品体 系创新、经营理念创新等方式不断提高服务三农发展的能力。与此同时，政府 机构、农业企业、保险公司三方联动，来分担金融机构的涉农业务风险，不断 改善金融助力三农发展的服务环境。发挥本地特色农业等资源优势，吸引农业 龙头企业加入现代农业产业链建设，通过 ppp 模式，引导农业龙头企业助力道 路、水利等基础设施建设。
英文摘要：	As a traditional agricultural country, the Party Central Committee attaches great importance to the development of agriculture, rural areas and farmers. After the founding of new China, from 1982 to 1986, the government has consecutively adopt Central Committee's Document No.1 about agriculture, rural areas and farmers. From 2004 to 2019, the government has continuously implement Central Committee's Document No.1 about agriculture, rural areas and farmers. The rural economy, rural development and rural demography catches government attention. In the report of the 19th national congress in 2017, the strategy for rural revitalization was put forward for the first time. In 2018, the No. 1 document of the central committee put forward specific opinions on the strategy and issued the national strategic plan for rural revitalization from 2018 to 2022. The rural revitalization strategy is an upgraded version of the new rural construction. It is of great significance to the building of a moderately prosperous society in all respects. Through the historical literature, questionnaire, visiting discussion, comparison research, deductive methods of induction, case studies, the goal of this paper is to find a way to implement the strategy of rejuvenating the country of Tangshan Fengrun area. By means of theoretical analysis and investigation, it is trying to put forward the suggestion from the aspects of the government, financial institutions, leading enterprises, the decentralized social capital to the development of agriculture, rural areas and farmers. The government will increase the efficiency of existing funds for agriculture. Meanwhile, it should expand the total amount of funds for agriculture including the use of land indicators for inter-provincial adjustment, and the activation of dormant assets. Financial institutions constantly improve their initiative and enthusiasm to serve agriculture, rural areas and farmers through innovation of management mechanism, product system and business concept. Meanwhile, the multi-linkage of government, enterprises, insurance companies and other ways work together to Abstract III reduce the financial risks and constantly improve the financial support for agriculture, rural areas and farmers. Through full play to the advantages of local agriculture, it is to attract leading enterprises to join the construction of agricultural area.
