中文摘要: 随着服务型政府进程不断深入,优化营商环境提上日程,中国的政务服务 中心改革引起了社会各界的高度重视。我国开启政务服务运营模式起步较晚,与服务对象处在不断磨合的阶段,政务服务中心存在着较多需要亟待解决的问题,比如审批流程冗长、来回奔波耗时多、政务服务网站建设不合理、机构之 间权责不明等等。如何优化政务服务中心运营模式,以期发挥应有作用更好地服务群众,是时代赋予的发展任务。本文以滨海新区政务服务中心为对象研究 其内在运营模式,一是因为它是全国首家政务服务中心具有良好的示范作用, 二是如今滨海新区经济下行压力较大,对政务服务中心运营策略进行研究,提出优化策略、探讨公共服务营销新产品、优化公共服务资源、提升公共服务水平、满足社会公众需求能够对于减少行政成本和优化营商环境能够提供有效解决方案。 本文将新区政务服务中心看做一支服务机构,以注重服务为目标,运营管理关键要素侧重搭建合理的服务平台、进行现有审批流程再造,创新服务产品、以最高效的服务完成许可流程,以服务营销为手段最终达到行政相对人目的, 最大化的追求效果、效率与价值,协调相互独立但彼此互相支持的各驻点部门 之间的关系。基于以上的研究背景和意义,本文系统全面介绍政务服务中心的相关运营策略基础理论,对滨海新区政务服务中心的概况、改革事记、特色、 运营策略进行详细阐述,在此基础上分析内外部环境特点,通过问卷调查及开展详细的运营分析,并提出初步的解决方案。着重分析服务平台策略实施和“一企一证”服务产品策略实施,以现有政务服务中心的运营模式为基础,提出作 者自己的思考与见解,尤其“一企一证”服务产品在作者的参与决策下现已成 为滨海新区政务服务中心重点工作逐步试点运营完善中,这对于提高滨海新区 政务服务中心的行政效率、完善公共服务体系、加快服务型政府建设进程起到 借鉴作用。 本论文包括 19 幅图,3 个表,48 篇参考文献。 
英文摘要: With the continuous deepening of the service-oriented government process and the optimization of the business environment being put on the agenda, the reform of China's government service center has attracted high attention from all sectors of society. China's government service operation started late, and it is in a stage of continuous blending with service targets; hence, the government service center has many problems needing to be solved urgently, such as lengthy approval process, time-consuming shuttling, unreasonable construction of government service website, unclear rights and responsibilities between agencies, etc. How to optimize the operation mode of the government service center in order to give full play to its role of better serving the masses is the development task endowed by the era. In the paper, the author takes Binhai New Area Administration Serivce Center as the object to study its internal operation mode based on the two following reasons, one is because it is the first government service center in China having good demonstration functions; the other lies in that Binhai New Area Administration Serivce Center has a high pressure on the economy downturn. The studies on government service center, proposal of optimization strategies, discussion of new products for public service marketing, optimization of public service resources, improvement of public service level, and satisfaction of the needs of the public can provide effective solutions for reducing administrative costs and optimizing the business environment. In the paper, the author takes Binhai New Area Administration Serivce Center as a service organization, and focuses on services. The key of operation management lies in building a reasonable service platform, rebuilding the existing approval process, innovating service products, completing the licensing process with the most efficient service, and ultimately achieving the purpose of administrative counterparts by taking service marketing as a means, so as to maximize the pursuit of effectiveness, efficiency and value; and coordinate the relationship between the departments independent from each other but also supporting each other. Based on the above research background and significance, the author systematically introduces the basic theories of the related operation strategies in the government service center; elaborates on the overview, reform events, characteristics, and operation strategies in Binhai New Area Administration Serivce Center. Based on that, the author analyzes the features of internal and external circumstances, conducts detailed operational analysis through questionnaire surveys, and puts forward preliminary solutions. The author focuses on analyzing the implementation of service platform strategies and "one enterprise one certificate" service product strategy based on the existing government service center operation model, to put forward the author's own concepts II Abstract and insights, especially under the circumstance that "one enterprise one certificate" service products with the author's involvement and decision-making has now become a key task of the Binhai New District Government Service Center's gradual pilot operation and improvement. It has played an important role in improving the administrative efficiency of the Binhai New District Government Service Center, perfecting the public service system, and accelerating the process of building a service-oriented government. The paper includes nineteen figures, three tables, and forty-eight references.
