中文摘要:卫生监督工作是依法推动健康中国建设、保障医药卫生体制改革、促进卫生计生法律法规有效实施、维护人民群众健康权益的有力保障。随着卫生监督行业发展日趋成熟,监督信息化中存在的问题也逐渐显现,虽然目前使用的天津市卫生监督信息系统可以满足日常监督执法工作的基本需要,但存在着信息孤岛、功能不完善等问题,因此需要启动卫生监督信息系统开发项目,通过开发新的信息系统实现业务整合,解决当前存在的问题。 本文在研究天津市卫生监督信息系统开发项目时发现,项目实际进度比计划出现了延后,分析其原因包括项目进度计划制定不合理、对约束资源的重视程度不够、缺乏科学的进度控制方法以及缺少对人为因素的制约。基于这些问题,在比较传统项目进度管理方法的基础上,采用学者Goldratt提出的基于约束理论的关键链进度管理法,根据关键链应用的主要思路搭建关键链项目进度管理应用框架,并结合天津市卫生监督信息系统开发项目的特点优化进度管理,引入受资源紧张度和风险偏好系数影响的弹性系数方法设置缓冲区,利用三色监控法结合项目进展情况监控项目进度,最后通过项目实施情况和效果分析,验证关键链的适用性。 本文以天津市卫生监督信息系统开发项目为案例,着眼于项目实施过程中的进度管理,在卫生行业信息化项目管理研究为数不多的背景下具有一定的创新意义。通过研究发现应用关键链技术有助于进行科学的进度管理,针对卫生监督信息系统开发本身存在的范围界定不清晰、人为因素影响大,不确定因素较多等特点,关键链技术能够完善工作分解、活动排序等基础工作,采用项目成员接受度更高的理想估时,实现关键链技术中减少安全时间的初衷,同时也保障了项目成员工作积极性。基于约束理论的关键链技术还充分考虑到了项目各工序之间的资源冲突,形成了逻辑依赖和资源限制的双重约束;通过设置缓冲区进行项目进度监控,可以对于进度延误等发现的问题及时进行调整,减少项目中未知风险带来的负面影响,提高了计划的可执行度,并进一步推动了卫生监督信息化的发展。 
英文摘要:Health inspection is a powerful guarantee to promote the construction of Healthy China, guarantee the reform of the medical and health system and promote the effective implementation of laws and regulations in the health system, as well as safeguard people’s healthy rights and interests. With the development of the health inspection industry, the problems in the inspection information gradually appears. Although the health inspection information system in Tianjin could meet the demands of basic health inspection work, there still exist some problems such as Information Island and incomplete functions. Therefore, it is proposed to set up the information system development project to solve the problems existing in the current information system and to achieve the function integration . In the developing process of Tianjin health inspection information system, the project’s schedule is delayed than planned. The thesis analyzes the reasons of the delay which include improper arrangement of project schedule, lacking of considering constraint resources, scientific progress control methods and constraints on human. On the basis of these problems, the thesis compares traditional project schedule management theory and methods, adopts the critical chain schedule management method based on the constraint theory proposed by Goldratt to apply on the critical chain project schedule management in the development project of Tianjin health inspection information system. The thesis optimizes the schedule management according to the characteristics of the project, sets buffers by using the elastic coefficient regarding to resource tension and risk preference, and chooses the three-color monitoring method to control the progress of the project, and to verify the practicability of the critical chain method through the project’s implementation result and effect analysis. The thesis takes the development project of Tianjin health inspection information system as the case, focuses on the schedule management in the project’s implementation progress, which has innovative significance in the field where a small number of research is conducted on information project management in the health industry. The thesis shows that the application of critical chain technology is conducive to scientific schedule management. In view of the characteristics of the development project of health inspection information system, such as unclear scope definition, influence of human and many other uncertain factors, the critical chain technology improves the basic work of task decomposition, activity sequencing, etc., and adopts the ideal working hours with higher acceptance of project members so as to meet the original intention of reducing the safety time in project and guarantee the enthusiasm of project members. Besides, the critical chain technology based on the constraint theory fully considers the resource conflicts among all processes of the project, builds the double constraints of logical dependence and resource restriction. By setting buffers for schedule monitoring, the project team could response to the problems found in the project implementation in time and take relevant measures and negative influence brought by uncertain factors. The critical chain method improves the project’s implementation effect, and further promote health inspection information construction.
