中文摘要:项目质量管理是现代项目管理的重要内容之一,它涉及项目过程的质量管理和项目产出物的质量管理,如何运用项目质量管理的方法和理论提高项目的质量水平是本文需要研究的问题。 天津移动BOSS系统肩负着天津移动计费、营业、帐务、客服等多项业务运营支撑工作,用户对它的实时性要求很高,要求每天24小时能提供服务。目前各营业厅DDN接入电路不稳定,形成了业务发展的瓶颈;营业厅数量偏少,满足不了用户的需求;自有光纤传输网络已开始建设,若不投入使用,会造成投资上的浪费,进行BOSS网络割接项目势在必行。综上所述,运用项目管理知识体系中的项目质量管理的知识解决工作中的实际问题是本文的中心。 本文通过理论与实践相结合的研究方式,以项目质量管理理论为依据,结合BOSS网络割接项目实践,通过对该项目实施过程的分析,最大限度地解决项目实施过程中存在的问题,从而达到缩短项目工期、提高项目质量、提高员工素质的目的,同时也希望本人的研究对提高企业竞争力,实现公司的可持续发展有所裨益。 本文首先对BOSS网络割接项目研究背景、研究目的做了介绍,然后对与之相关的理论进行了回顾。核心章节有四部分内容:首先对网络割接项目做了整体描述,然后对网络割接项目的质量计划编制进行了分析与讨论,并对网络割接项目从物质保障 、人力资源保障等方面做了描述,最后对网络割接项目的质量控制进行了分析。 本文的主要创新性体现在:在项目管理过程中,项目前期高质量的设计是必要的,错误的设计意味着返工和时间、成本的浪费,第一次把事情做对所花费的成本,总是最经济的。在项目实施中,除了加强质量管理,使项目过程和项目产出物的质量达到要求之外,还必须加强项目人力资源管理和时间管理。质量管理的最终目标是在时间、成本、质量这三个方面找到最佳的平衡点,并保持这种平衡。 
英文摘要:The quality management plays an important role in modern project management. It covers quality management of process and output in project. This article studies the methods and theories of project quality management, which can improve the project’s quality. The BOSS system of Tianjin Mobile includes several functions such as billing, operating, accounting and customer service. The customers require timelyness urgently ---- 24 hour real-time service. Currently the DDN access to circuit is unstable, which becomes the bottleneck of business development. At the same time, the quantity of service centers is not enough to satisfy customers; Since the optical transmission network has been built, it is a waste of investment to leave it unused . The transfer to BOSS network has become very imperative. As stated above, it is the core of this essay to apply quality management of project management into pracice and solve real problems in the job This essay targets on doing its utmost to solving the problems in the process of the project by applying the theory of quality control into the practice of BOSS network transferring. It helps to decrease time limit for a project, to improve project quality and also to benefit to employees. It contributes to enterprises competitiveness, and realizing sustainably. The essay firstly introduces the background and purpose of BOSS network transferring project and then reviews relative theories of them. There are four core chapters. The first chapter is about the overall aspect of the BOSS network transferring. The second is to analyze and discuss on the quality plan framing concerning substance and human resource protection. At last, the quality control of network transferring is analyzed in detail. In project control, a high quality design is very essential. Fault design means repeating working and the waste of time and costs. The most economic way is to do the right things at the first time. Human resource management and time control should be reinstatde besides the quality control of project procedure and output in the process of the project implementation. The ultimate objective is to find a balancing point between time, cost and quality, and to keep them in a good sense of balance.
