中文摘要:本文以政府工程项目采购的招投标模式为研究对象,将QDAZ公司在应对政府工程项目采购模式下的招投标过程中的策略作为研究内容,结合我国现行的《政府采购法》、《招标投标法》、《合同法》等政府工程项目采购相关法规政策,在深入剖析了我国政府工程项目采购的公开招投标模式的基础上,认真深入的发掘了政府工程项目采购公开招投标模式下存在的各种各样的问题,并在此基础上提出QDAZ公司参与政府工程项目采购招投标的竞争策略。 本文的研究结果发现,在我国政府工程项目采购的公开招投标项目中存在着三个方面的主要问题和企业与之应对的措施。其一是政府采购者在招标书中存在有对于所要采购的标的物的需求描述不足的问题,这是因为政府对于需要通过招投标所采购项目本身的信息和认识所不足而造成的,研究得出QDAZ公司的应对策略是必须从自己公司的专长权和多年积累的专业经验出发,借助政府工程项目采购招投标过程中的标前会议去进一步摸清政府工程项目采购方的真实需求和意图。其二是我国政府工程项目采购所使用的《建设工程工程量清单计价规范--GB50500-2013》中只有分部分项工程的计价清单,而企业管理活动不属于项目活动清单的范畴,而是使用附加到每个分部分项工程的比例取费的方法解决,这对于作为总承包商的QDAZ公司在投标报价中有很多困难,研究得出QDAZ公司的应对策略是通过对建设工程清单计价中的项目进行深度研究,了解措施项目的用途,利用好“措施项目”来做好投标过程中报价活动。其三是在政府公开招投标的采购过程中,我国多数采用固定总价合同,这样会使得供应方企业承担很大的项目风险费用而导致企业亏损,针对此种情况QDAZ公司主要是详细评估承包工程建设的总体费用,对可能存在的费用风险进行评估,在和发包商进行合同签订过程中,尽量采用单价合同的策略;另外还需要对费用风险的成本底价进行评估和计量,在不超过这个限度的情况,保证权益。借助于项目实施过程中的各种现场签证和合理索赔来解决这方面问题。 本文的研究充分按照理论联系实际的方法,结合典型案例,对上述三个关键问题进行了研究,总结了切实可行的QDAZ公司所需的应对策略。 
英文摘要:This Thesis takes the bidding mode of government project procurement as the research object, takes the coping tactics of QDAZ Company in the bidding process of government project procurement mode as the research content, combined with China's current "Government Procurement Law", "tendering and bidding Law", "contract Law" and other relevant laws and policies of government project procurement, on the basis of in-depth analysis of the public bidding mode of government project procurement in our country. This Thesis carefully and deeply excavates all kinds of problems existing in the public bidding mode of government project procurement, and on this basis, puts forward the countermeasures for QDAZ Company to participate in the bidding competition of government project procurement. According to the results of this study, it is found that there are three main problems and corresponding measures for enterprises in the public bidding projects of government project procurement in our country. One is that government owners have the problem of insufficient description of the demand for the subject matter to be purchased in the tender, which is due to the limitation of the government's information and understanding of the project itself that needs to be purchased through bidding. The research shows that the QDAZ company's respond tactics must proceed from its own company's professional rights and years of accumulated professional experience. With the help of the pre-bidding meeting in the process of government project procurement bidding to further find out the real needs and intentions of government project owners. The second is that there are only partial project valuation lists in the "valuation Code of Bill of quantities of Construction projects-- GB50500-2013" used in our government project procurement, while enterprise management activities do not belong to the category of project activity list, but are solved by using the proportional charging method attached to each partial project, which has a lot of difficulties for QDAZ Company, as a general contractor, in bidding. The response tactics of QDAZ company is to make good bid quotation in this aspect with the help of the "measure project" stipulated in "valuation Code of Bill of quantities of Construction Project-GB50500-2013".Third, in the procurement process of the government's public bidding, most of our country adopts fixed total price contracts, which will make the supplier enterprises bear a large project risk cost and cause the enterprises to lose money. The respond tactics of QDAZ Company is to solve this problem with the help of the project provisional valuation and temporary pricing stipulated in the valuation Code of Bill of quantities of Construction Engineering-GB50500-2013, as well as various on-site visas and reasonable claims in the process of project implementation. In this Thesis, in full accordance with the method of combining theory with practice, combined with typical cases, the above three key issues are studied, and the feasible respond tactics needed by QDAZ company are summarized.
