中文摘要:随着我国改革开放步伐不断向纵深方向推进,我国的市场经济建设向规范化、成熟化发展的同时,市场领域的竞争也越来越激烈,企业之间的竞争逐渐由产品竞争、销售竞争、技术竞争而逐渐转向资本竞争、战略竞争、管理竞争、企业文化竞争等多元化的竞争领域。现代企业要在瞬息万变的市场环境中保持旺盛的生命力,谋求更好的生存发展,加强企业的内部管理是十分重要的。预算管理也应针对企业中的费用开支与资源配置问题进行更科学的优化,从而实现提高企业经营管理质量,加强企业内部控制水平,改进企业费用开支管理能力的积极作用。引入更全面的预算管理理念,进行企业的管理系统升级,是企业改进管理水平,提升管理竞争优势的必然选择。 本文采用案例研究的方法,以TG集团为研究对象,结合集团预算管理的实务工作与经营效果,结合实地调研与问卷调查,分析了TG集团在预算管理上存在的问题和成因,主要包括预算编制缺乏有效审核、缺乏合理的调整机制、预算考核不完善等方面,探讨了集团在预算管理体系建设上需要改进和完善的地方。结合TG集团实际发展情况,根据问题,有针对性地提出通过建立预算管理体系,优化编制、调整与控制、反馈与调整以及考核等方式,对TG集团的预算管理工作进行优化改进。 本文采用理论结合实践的研究方法,通过系统阐释预算管理与优化的理论思想,结合TG集团在预算管理上的工作实务和经营效果,探讨了建筑企业在预算管理上需要注意的问题。同时结合预算管理实务,就更全面的预算管理模式进行了探讨与分析。希望可以通过本文的研究,为建筑企业通过更加科学合理的预算管理方式来改进自身管理水平,加强内控能力而提供有益的参考与帮助。 
英文摘要:With the advance in China’s Reform and Opening-up Policy, competition in the market becomes fiercer as the market economy evolves towards standardization and maturity. The competition among companies turns into chasing superiority in capital, strategy, management, and corporate culture instead of products, promotion, and technology. It is critical to strengthen the internal control to survive the complexity and succeed the competition. The budget management should also optimize in accordance with the issues in expense control and resource allocation to improve the efficiency of cost planning, internal control, and overall management. It is necessary to involve a more comprehensive budget management system and mindset to improve the performance and achieve advanced position in competition. In this paper, TG Group is taken as an example in the case study to analyze the issues in current budget management, the reasons behind and how to improve. Based on the primary research (surveys from employees and field interview) and secondary research (finance reports to analyze the budget and performance), the current planning ignores the importance in comprehensive review, justified adjustments, and systematic appraisals. In the paper, suggestions are proposed combining current issues and development plan, including optimized budget system, unified process in planning, analyzing, feedback, adjustment, and review. The paper discusses the budget management and highlights issues within construction industry, based on the theory of planning and optimization and the practice of TG Group and its performance. Also, a more comprehensive budget management model is proposed considering common status and practice. Hope this paper could help the construction enterprises to improve management and internal control through an upgraded budgeting and planning solution. 14 charts, 11 tables and 60 references are included in the paper.
