中文摘要:尾矿资源是金属和非金属矿山废弃物中最丰富、最有价值的资源之一。尾矿处置不仅需要占用大量土地,对周边生态环境造成极大破坏,还需要投入自身的处理和维护成本。尾矿资源的综合回收利用,不仅可以充分利用矿产资源,扩大矿产资源的利用范围,延长矿山的使用寿命,而且是污染治理和生态保护的重要手段。它还可以节约大量的土地和资金,解决就业问题,造福人类社会,实现资源效益、经济效益、社会效益和环境效益的有效统一。因此,在全球矿产资源供应紧张的形势下,合理利用潜力巨大的尾矿资源,开发利用大量长期堆积的尾矿是我国矿业可持续发展的必然选择。 另一方面,由于人们大多对我国的资源情况缺乏正确的认识,矿山企业盲目开采,采富弃贫的现象十分普遍,导致矿山品位不断下降,以及尾矿排放激增;在此前提条件下,尾矿的综合开发及利用,已然成为当前最为重要的课题,无论是对社会还是对企业来说,都有着非凡的意义。企业的尾矿库里面,具备了大量铁、以及萤石和稀土等相关资源,尾矿库本身排放的大量矿石及污染水也会对环境造成严重污染,所以要对其进行有效的治理和利用,控制其造成的不良影响,同时促进经济价值的提升。 本文以河北省绿色青山新材料科技有限公司为研究对象,通过生态恢复系统的生态调查,对工业尾矿砂石骨料固废进行综合利用分析,对其项目建厂选址的地质以及水质开展研究;建立该项目的研究基地;通过对其成本以及盈利的预测,进行砂石骨料固废综合利用的社会效益、环境效益与风险评估,并结合分析和评估结果,对矿山企业的战略制定、管理方式改善等进行分析评价。 
英文摘要:Tailings resource is one of the most abundant and valuable resources in metal and nonmetal mine waste. Tailings disposal not only needs to occupy a lot of land, causing significant damage to the surrounding ecological environment, but also needs to invest in its own treatment and maintenance costs. The comprehensive recovery and utilization of tailings resources can not only make full use of mineral resources, broaden the scope of utilization of mineral resources and extend the service life of the mine, but also be an important means of pollution control and ecological protection. It can also save a lot of land and capital, solve the employment problem, benefit human society, and realize the operational unity of resource benefit, economic benefit, social benefit and environmental benefit. Therefore, under the situation of tight supply of global mineral resources, it is an inevitable choice for the sustainable development of China's mining industry to make rational use of the huge potential tailings resources and develop and utilize a large number of long-term accumulated tailings. On the other hand, due to people's lack of correct understanding of China's resource situation, the phenomenon of blind mining in mining enterprises, mining rich and discarding poor is very common, which leads to the continuous decline of mine grade and the surge of tailing discharge. Under this premise, the comprehensive development and utilization of tailing have become the most important topic at present, both for the society and for enterprises It has extraordinary significance. There are a lot of iron, fluorite, rare earth and other related resources in the tailings pond of the enterprise. The enormous amount of ore and polluted water discharged by the tailings pond itself will also cause serious environmental pollution. Therefore, it is necessary to effectively treat and utilize the tailings pond, control its adverse effects, and promote the economic value at the same time. In this paper, green Qingshan new material science and Technology Co., Ltd. of Hebei Province is taken as the research object. Through the ecological investigation of the ecological recovery system, the comprehensive utilization analysis of the solid waste of the industrial tailings, the geological and water quality research of the site selection of the project, the establishment of the research base of the project, and the comprehensive utilization of the solid waste of the gravel aggregate through the prediction of its cost and profit are carried out Combined with the analysis and evaluation results, the paper analyzes and evaluates the strategic formulation and management improvement of mining enterprises.
