中文摘要:当前,全球经济疲软,贸易摩擦加大,5G技术作为下一代技术革命的引擎,被各国寄予厚望。一方面,5G是实现产业升级、发展新经济的基础性平台,已经上升为国家战略。另一方面,政策驱动下的5G进入商用部署关键阶段,对政策研究提出更多需求。但目前对我国5G的研究多集中在关键技术及应用研究层面,针对5G政策的内容量化研究仍处于空白阶段。 在此背景下,本文以403条5G政策文本为研究对象,通过Python程序语言进行自动抽取,并采用内容分析法、社会网络分析法、LDA主题模型的研究方法,提出了基于自动抽取与主题模型的科技政策研究方案。文章首先对5G政策的发文时间、发文主体、政策类型等5G政策文本的外部特征进行了梳理和分析,有助于我们从宏观上把握我国5G政策的历史变迁与发展脉络,全面认识我国国家层面的5G政策现状;其次,文章还将LDA主题模型引入5G政策文本分析,对自动抽取出来的5G政策文本数据进行主题挖掘,从整体上把握和探讨5G政策主题,研究发现当前5G政策文本包括产业发展推进、技术研发创新、信息化融合提升、基础设施建设、政府顶层规划等5个主题;最后,通过构建政策工具—发展路径二维框架,对中央及部委层面的5G政策进行编码统计,分析我国国家层面5G政策体系中政策工具使用存在的问题。此外,还对5G政策文本内容中的发展路径深入剖析,具体包括研发与应用、支持方式、预期目标等。 最终,对上述研究进行总结,为今后我国5G政策的制定提出参考性建议,并进一步指出本文研究中存在的不足和对未来研究的展望。图16幅,表9个,参考文献76篇。  
英文摘要:At present, the global economy is weak and trade frictions are increasing. As the engine of the next generation of technological revolution, 5G technology is highly expected by all countries. On the one hand, 5G is the basic platform for realizing industrial upgrading and developing new economy, and has become a national strategy. On the other hand, the policy-driven 5G has entered the critical stage of commercial deployment, which puts forward more demands for policy research. However, at present, the research on 5G in China is mostly focused on the key technology and application research, and the quantitative research on the content of 5G policy is still in the blank stage. Under this background, this paper takes 403 5G policy texts as the research object, uses Python programming language to extract automatically, and uses content analysis method, social network analysis method and LDA topic model research method to propose a scientific and technological policy research scheme based on automatic extraction and topic model. Firstly, the article combs and analyses the external characteristics of 5G policy texts, such as the time, subject and type of 5G policy texts, which will help us grasp the historical changes and development context of 5G policy in China from a macro perspective, and comprehensively understand the current situation of 5G policy at the national level. Secondly, the article introduces LDA theme model into the analysis of 5G policy texts. The automatic extracted 5G policy text data are used to mine themes, grasp and discuss the 5G policy theme as a whole. The research finds that the current 5G policy text includes five themes: industrial development promotion, technological R&D innovation, information integration and upgrading, infrastructure construction, top-level government planning and so on. Finally, through the construction of a two-dimensional framework of policy Tools-Development path, the central and ministerial levels can be reached. Statistical analysis of the 5G policy is carried out to analyze the problems in the use of policy instruments in the 5G policy system at the national level. In addition, the development path of 5G policy texts is analyzed in depth, including R&D and application, support methods, expected goals and so on. Finally, the above research is summarized, and some suggestions are put forward for the formulation of 5G policy in China in the future. The shortcomings in this study and the prospects for future research are further pointed out. There are 16 pictures, 9 tables and 76 references.
