中文摘要:新中国建立以来,中国民航业迎着共和国的朝阳起飞,经历了从无到有、从弱变强的非凡发展。为适应我国民航业的高速发展,机场业也进行了诸多有益的探索,加快了基础设施建设步伐。国家出台的“一带一路”、“京津冀一体化”战略为天津的发展带来了历史性的发展机遇,天津向着国际运输枢纽方向发展。随着2019年北京新机场建成运行,我国将以京津冀民航“三市四场”为主,构建综合性复合型枢纽机场群,以集群优势应对市场竞争,服务东亚乃至“一带一路”区域一体化发展。为适应国家战略,天津机场顺应时势建设T3航站楼,但却面临着内源性融资受阻、融资渠道单一、资金缺口巨大等问题。论文首先通过分析比较国内外大型机场建设融资模式,结合机场的经济特性及其对机场融资产生的影响,总结出目前国内机场融资的特点和一般模式。然后,介绍了天津滨海国际机场的发展情况及财务现状,对航站楼建设项目的必要性、融资现状及融资困境进行分析。最后立足于天津机场的融资困境,提出天津滨海国际机场航站楼建设项目的多元化融资方案,并对降低融资风险提出合理化建议,即积极探索国家鼓励的新型融资方式,引入社会资本投资建设运营民用机场,尝试PPP、BOT、资产证券化等方式,利用好国际化平台,在确保公共利益的前提下,降低融资风险、盘活企业资产,解决机场建设项目融资问题。融资是建设项目开展的重要方面与内容,做好融资工作对天津滨海国际机场航站楼建设意义重大,本文通过对天津机场航站楼建设项目融资方案进行研究,希望不仅能够解决一家之难,同时也能够为同级别大中型机场项目融资提供新思路,转变以往高度依赖国家投资的模式,尝试公私合营、吸引外资等新兴手段解决项目融资问题。 
英文摘要:Since the founding of the People’s Republic of China, China’s civil aviation industry took off accompanied by the republic’s sunrise, experienced from weak to strong, from the weak become strong extraordinary development. In order to adapt to the rapid development of China's civil aviation industry, the airport industry has also made many beneficial explorations and accelerated the pace of infrastructure construction. The national "One Belt And One Road" and "Beijing-Tianjin-Hebei integration" strategies have brought historic development opportunities to Tianjin, which is developing towards the direction of international transportation hub. With the completion and operation of Beijing's new airport in 2019, China will build a comprehensive hub airport cluster based on the Beijing-Tianjin-Hebei civil aviation, so as to respond to market competition with cluster advantages and serve the integrated development of East Asia and even "One Belt And One Road". In order to adapt to the national strategy, Tianjin Airport builds terminal 3 in accordance with the times, but it is confronted with such problems as blocked inside financing, single financing channels and huge funding gap. Firstly, by analyzing and comparing the financing modes of large-scale airport construction at home and abroad, and combining with the economic characteristics of airports and their influences on airport financing, this paper summarizes the characteristics and general modes of domestic airport financing. Then, this paper introduces the development and financial status of Tianjin Binhai International Airport, and analyzes the necessity, financing status and financing difficulties of the terminal construction project. Finally based on the financing difficulties of Tianjin Airport, this paper puts forward the solutions of diversified financing and reasonable suggestions to reduce the risk of financing, including actively exploring new financing way, attracting private capital into the civil airport construction, trying the PPP, BOT, bank factoring, making good use of international platform. On the premise of ensure public interests, reduce the risk of financing, revitalize the enterprise assets, and solve the problem of airport construction project financing. Financing is an important aspect and content of the construction project. It is of great significance to do a good job in financing for the construction of Tianjin Binhai International Airport terminal. Through the research on the financing scheme of the construction project of Tianjin airport terminal, this paper hopes that it can not only solve the difficulties of one airport, but also provide new ideas for the financing of large and medium-sized airport projects of the same level, and change the previous high dependence on national investment. The mode of investment is to try to solve the problem of project financing by new means such as public-private joint venture and attracting foreign investment.
